Executive calls for a large national consultation for a new justice system

The president in charge of the Republic, Delcy Rodríguez, announced the call for a Grand National Consultation for a New Justice System, with the aim of transforming the criminal and social approach in the country.

This initiative will be under the responsibility of the Commission of the Revolution for Justice, chaired by the sectoral vice president of Politics, Citizen Security and Peace, Diosdado Cabello, together with the Democratic Coexistence and Peace Program.

During his speech, he emphasized the need to reformulate the current punitive approach: “I also ask for alternative measures to punishment and punishment for our prisoners within the framework of a categorization of crimes.” In this regard, he explained that he has held conversations with the Attorney General, Tarek William Saab, to advance the application of justice under modalities that do not depend exclusively on imprisonment.

As part of his speech at the solemn opening session of judicial activities 2026, he presented figures on the prison situation, highlighting that 81.59% of inmates are first-time inmates (a population that is deprived of liberty for the first time for the commission of a crime) and 63.51% only have basic education.

Given this panorama, he requested a greater presence of the State in critical areas: “I ask that the Venezuelan State have social and economic intervention for the prevention of crime… I ask for more social intervention in health, in education, in the most vulnerable sectors of the Venezuelan population.”

Regarding the operation of the current system, Rodríguez pointed out that 75.55% of those convicted admitted the acts committed. He explained that, in the current context, this action has become a way to expedite judicial processes: “Given the procedural delay and the costs of the process, the solution is to admit the facts to shorten the time of deprivation of liberty,” he pointed out.

Finally, the senior official reiterated the call for collaboration from all sectors for the development of the national consultation, insisting on the creation of clear programs on violence prevention in the most needy communities.

Extinction of judicial delay and corruption

The acting president Delcy Rodríguez explained that the new justice system has the great challenge of “access to justice, judicial delay and judicial corruption, which exists, and we are pursuing and punishing it.”

“That is why consultation is so necessary, a great consultation in the country on justice and that incorporates alternative forms for criminal justice and that integrates other forms of justice for the other areas and competencies of jurisdictional activity in our country, in the civil, commercial, commercial, social sphere,” he explained with special importance.

“Venezuela must become a country of movement for peace through justice”

The acting president Delcy Rodríguez urged that Venezuela must become a country of movement for peace, through justice.

«May justice bring lasting peace to Venezuela, bring tranquility and stability. And that Venezuela’s victory can be a lasting victory thanks to justice,” he said.

Emphasizing article 26 of the Bolivarian Constitution of Venezuela, which states: “The State will guarantee free, accessible, impartial, suitable, transparent, autonomous, independent, responsible, equitable and expeditious justice, without undue delays, without formalism or useless replacements,” the president in charge made this important announcement so that this article is valid in the full sense and to the fullest extent of her words.

He recalled that one of the purposes of the leader of the Bolivarian Revolution, Commander Hugo Chávez, upon coming to political power in Venezuela was “to tell a vast majority of the country, which had been excluded by political elites in our country, that here there must be equality, inclusion, equity and social justice,” he explained.

He closed his speech with the words of the Liberator Simón Bolívar: “Justice is the queen of republican virtues and with them the equality and freedom that are the columns of this building are also sustained.” In this context, he asked from the highest house of justice in the country “that justice becomes the queen of republican virtues and that through justice we can guarantee peace and the future of Venezuela as an independent, free, sovereign and peaceful nation,” he stated.
