Evo Morales, leader of the Movement for Socialism (MAS), said this Sunday that before the ruling of the International Court of Justice (ICJ) for the waters of Silala was known, there was already a campaign to blame him if the result was contrary to the interests of Bolivia. He pointed to the Presidency and the Foreign Ministry. In addition, he pointed out that within the Government there is a white massacre “against masistas and evistas.” Morales made these statements in an interview for Kawsachun Coca radio.
“Before the ruling, they informed me that there was a campaign, to blame Evo, in the Presidency and in the Foreign Ministry. A total campaign…’Before it appears in the press, they are going to blame you, Evo,’ they told me, but I told them: ‘First we will hear the ruling.’ They thought that the ruling was going to be a total defeat for Bolivia,” Morales said.
The former president also indicated that the information was received from people who work within State institutions. “I greet the sisters and brothers who communicate with us from inside there. They use other sources, family phones, messages from others to communicate. I am informed. I just want to tell you to take care, to hold on, because hThere is a white massacre against the masistas and evistas”.
Hours before, the cocalero leader also wrote on his Twitter account that “heThe internal right and the coup leaders agree to attack us and falsely accuse us of this case. They expected the ruling to be adverse, but his plans failed. The @CIJ_ICJ ratified the sovereignty of Bolivia over the waters of Silala”.
In another message, on the same social network, he pointed out that a political use is being made of the ICJ ruling on the waters of Silala “We regret the political use of the decision of the @CIJ_ICJ about the waters of Silala. The Bolivian people know that #Chili sued us in this case. According to trial documents, they prepared the lawsuit well in advance. Even so, the court rejected the 5 points of his claim, ”he said in the message.
“Choquehuanca said it would be easy to win”
The MAS leader recounted, both on the Kawsachun Coca radio and on his Twitter account, that the current vice president, David Choquehuanca, who in his administration was acting as chancellor, he was overly optimistic that Bolivia would win the maritime claim and that he even considered that it would be easier to win the Bolivian counterclaim to Chile through the waters of the Silala.
“With days remaining until March 23, compañero Choquehuanca said: ‘President, I’m only going to be there until December of this year. Until December I will leave Bolivia with the sea’. Some of us have laughed, who would have put it into his head that we were going to win that battle? In another meeting he said: ‘The faster Silala waters we are going to win. It’s easier than the issue of the sea,’” Morale recalled.s.
However, the masista leader recognized the contribution of Choquehuanca in the 13-point agenda that was established with the government of Michelle Bachelet in 2009 and in which it included the payment of 17,000 dollars per day for the consumption of 50% of the Silala waters, by the Chilean government. He recalled that this was rejected by the Civic Committee of Potosí.
“The leaders of the Potosí civic committee must remember that their former president Celestino Condori publicly rejected a compensation agreement for the use of those waters, which was part of the 13 points that our former foreign minister brother had agreed upon @LaramaDavid”, he stated.
On Thursday, December 1, the ICJ in The Hague determined that Bolivia and Chile agree that the Silala is a river of international course, therefore cannot rule on the merits of the matter and that the two countries have the right to use their waters within the framework of the law.
