On the date that President Luiz Inácio Lula da Silva signed the decree which establishes the Brazilian National Pact against Feminicide, another woman is killed in Rio de Janeiro despite having a protective measure against her ex-husband.
Amanda Loureiro da Silva Mendes, 25 years old, was approached by the armed attacker, a few meters from her work, in the neighborhood of Quintino, a suburb of Rio. After a quick argument, recorded by security cameras, the criminal shot the woman.
She was taken to a health unit, but did not survive her injuries. The man, who had already been arrested for murder in 2019, was located by the police a few hours after the crime, in the neighboring neighborhood of Madureira.
The analysis of security camera images was essential for identifying the dynamics of the crime and locating the criminal.
Investigations showed that they were married for seven years and had two children, but had been separated for around four months. The author did not accept the end of the relationship and persecuted the victim, even after the adoption of a protective measure, which had been repeatedly violated.
In addition to the previous conviction for murder, the prisoner has records for illegal possession of a firearm and domestic violence.
Violence against women
The Rio de Janeiro Court of Justice registered more than 71 thousand cases of domestic violence against women from January to November 2025.
The Rio Justice Observatory on Violence against Women highlights that the protective measure must be requested when the victim is physically attacked, threatened or forced to have sexual intercourse against their will. And even if there is money, bank card or cell phone taken by the aggressor or if he had other actions that are considered violent.
Decree
THE signed pact today it foresees coordinated and permanent actions between the Three Powers, with the aim of preventing violence against girls and women in Brazil. The new thing, according to Lula, is that, for the first time, they are assuming that the responsibility in the fight to defend women does not lie solely with women.
