The Ethics Commission of Congress will see today, from 5:00 pm, the qualification report on the file against the congressman Hector Ventura (Popular Force), for allegedly having physically and verbally assaulted PNP non-commissioned officer Santos RamĂrez Cabanillas.
The facts were denounced by the police force itself on Thursday, November 17, 2022, at the San AndrĂ©s police station, Cercado de Lima. Petty Officer RamĂrez Cabanillas said that Congressman Ventura kicked him while he yelled at him: “We are in war”.
Also, according to the non-commissioned officer, he demanded that he open the door for him so that he can leave the headquarters of Congress. For its part, the Institute of Legal Medicine confirmed the attack by determining that there were injuries.
The evaluation indicates the existence of a “0.5 cm by 0.6 cm triangular abrasion with surrounding swelling on the anteromedial aspect of the right ankle caused by a hard blunt agent”.
Subsequently, RamĂrez Cabanillas specified that the parliamentarian described it as “plain police” and threatened to fire him. “Come and fight, one on one”, were the words that the legislator would have used to intimidate the cash of the PNP.

In response to this, Ventura described what happened as an “incident.” “Nothing happened but an altercation to force us to open”, he declared days after the complaint.
The Fifth Corporate Criminal Prosecutor of Lima assumed the defense of Petty Officer RamĂrez. His lawyer, Jenny Apaza, specified that they exist “compelling evidences” of the aggression denounced by his sponsored.
The denunciation act was the basis for arguing a violation of the Parliamentary Code of Ethicssince, according to Petty Officer Ramirez, the attack would have occurred during his working hours.
