The Comptroller General of the Republic reported a breach by EsSalud in the Home Care Program (Padomi) in relation to the delivery of more than 109,000 medical prescriptions, which included 3.8 million medications intended for patients with chronic diseases such as hypertension, diabetes and Parkinson’s.

The Official Guidance Report No. º 099-2024-OCI/0251-SOO, which covers the period from January 1 to November 28, 2024, indicates that, according to the report on Prescriptions Issued Without Attention from the ESSI Data Exploitation system, They were able to identify 109,569 prescriptions that did not receive adequate attention.

Situation that would have favored the aforementioned clinics, as well as the Piura EIRL Dialysis Center, contravening article 34 of Law No. 30225 and article 139 of the Regulations of the State Contracting Law, as well as the clauses of the contracts with the clinics“, indicates the Comptroller’s Office.

The commission determined that the situation exposed would have favored the companies Clínica Praga Internacional SAC, Centro Nefrológico del Norte EIRL and Centro de Dialisis Piura EIRL, which were contracted to provide 18,210 hemodialysis sessions for S/ 4,422,298.50 without mediating a procedure. selection affecting the regular contracting management process by limiting EsSalud to access a plurality of bidders.

In addition, the control commission detected that the Procurement Division of the Piura Assistance Network (Rapi), between January 2, 2022 and November 9, 2023, contracted the hemodialysis service through 6 companies for S/14,433. 786.39, issuing 242 purchase orders for contracts for amounts equal to or less than 8 UIT, on a date after the start of the execution period contractual, the service being provided without the requirement of the user area, terms of reference and market research, likewise, the Approval Forms for “Outpatient care service for patients with stage 5 chronic kidney disease on hemodialysis” were not used.
