In a recent interview, the president of the Council of Ministers, Ernesto Alvarezdefended the state of emergency decreed in Lima and Callao, and emphasized the Government’s position on the Reinfo (Comprehensive Registry of Mining Formalization).
The premier maintained that, unlike previous occasions, the current state of emergency does not seek political goals, but rather concrete results against the wave of crime.
“The previous states of emergency were not instruments to intervene, they were instruments to legitimize and give an image to a government that was actually falling. It was a political game. The current one is really an attempt to reduce the pressure that the common citizen has regarding extortion,” he said on Canal N.
The premier also specified that the intelligence committees have been carrying out interventions aimed at obtaining measurable results.
“The intelligence committees take the opportunity to make interventions that have to give concrete results, and the president has committed to reporting, in 30 days, the results that have been obtained,” he indicated.
About Reinfo and informal mining
Regarding the Comprehensive Registry of Mining Formalization (Reinfo), the prime minister recognized the difficulties that small miners face in becoming formalized, although he warned that the current system is also taken advantage of by mafias dedicated to illegal mining.
“They have to convince me, because I am aware of the issue of small-scale mining and artisanal mining. I am aware that small-scale mining does not have a way to overcome bureaucratic barriers, but that mechanism, which is not a solution in itself, but rather a palliative, is taken advantage of by illegal mining, the mafia, and violence,” he explained.
Premier Álvarez against the death penalty
Asked about the possibility of reinstating the death penalty for certain crimes, Álvarez disagreed, pointing out that this measure does not deter violence.
“The problem with the death penalty is that it does not deter the violent, the repeat offender; on the contrary, it turns him into a hero,” he said.
