Santo Domingo. the electric company The Progress of El Limon (EPDL) filed a complaint for administrative corruption, conflict of interest, lack of ethics and government transparency against the superintendent of electricity, Rafael Anibal Velazco Espaillat.
Through a notification addressed to Milagros Ortiz Bosch in her capacity as Director of Ethics and Governmental Integrity, the EPDL requested an investigation in order to verify and verify the arguments and facts denounced.
The lawyers José Ernesto Pérez Morales and Fabiery Mercedes Morel, legal representatives of the electric company El Progreso de El Limón (EPDL), deposited the complaint in the office of the Directorate of Ethics and Government Integrity.
They also stated that: “Since assuming the position of Superintendent of Electricity, Mr. Velazco Espaillat has proven to respond to particular interests of sectors of power external to the institution, for which reason they request an investigation of the situation that, in the opinion of the lawyers, is unlawful, violating rights and contrary to all the principles of good administrative action»
According to the documentation notified by the electricity company El Progreso de El Limón (EPDL) to the Directorate of Ethics and Government Integrity, the SIE and its head Rafael Aníbal Velazco Espaillat, in his capacity as Superintendent of Electricity, have mounted a ruthless persecution, initiating an aggressive regulation against the company El Progreso de El Limón, trying at all costs to distort the regulations of the sector at will and convenience.
They also classify the act against EPDL as discriminatory treatment, with the sole support of documents created by officials and employees of the same institution, who have become judge and party, and without any palpable or manifest evidence to support the persecution to which it comes. being submitted to said company.
The Empresa Eléctrica Progreso del Limón (EPDL), had denounced that it had been abused by the Superintendency of Electricity (SIE), by imposing an irregular electricity rate, which has caused a deficit of 50% of income. .
The company maintains that since 2015 it has been forced by the SIE to apply a rate to its users that is completely irregular, since it is not the result of a rate study or an expert analysis, says the private company.
The company states that said agency forces it to apply a 50% discount on the price of energy to about 91% of its customers, through a social rate that does not reimburse the company for what it has not invoiced, which generates a cash deficit in operation of more than 50% of its total income, with respect to the amount that it should be receiving under a regular tariff regime.
It also ensures that since 2015 the SIE has been indirectly applying this rate, and directly since 2018 it has been issuing monthly in the same rate resolution, however, it fails to establish under what mechanism it will pay that deficit; which State agency or institution will do it and when that payment will be made.
The Electricity Company El Progreso de El Limón (EPDL) has been operating since 1995 and is the main employer in the community, which supports more than 60 families, and therefore requests the attention of the President of the Republic, Luís Abinader Corona , to pay attention to this situation that lacerates legal certainty and the investment climate in the country.
