Prior to his death, Senator Colorado Adrián Peña had promoted the initiative, at that time it was not approved. With some changes, now the project must go to the Chamber of Deputies and everything indicates that it will be approved because it has votes of three political parties.
“The designation and promotions of the budgeted or hired personnel of the departmental governments must be carried out by public and open tender, in accordance with the principles of advertising, transparency, equal opportunities and the fair weighting between the technical capacity and the merits and background of each person,” says the text released by Bordaberry.
In turn, the entry of personnel up to 12 months before an election was limited.
