Companies and directors of the Knowledge Economy sector highlighted and celebrated the measures announced by the national government to promote greater exports and improvements in the payment of workers in the sector, which will guarantee working conditions and greater stability in employment.
This is the new system of Promotion of Investments and Exports of the Knowledge Economyannounced on Monday by the Minister of Economy, Sergio Massa, which plans to exempt companies in the sector that make investments of more than US$ 3 million from the obligation to settle an amount equivalent to 20% in the Single Free Exchange Market, when whether it is the establishment of new businesses or ventures.
The signatures may adhere to it until June 30, 2023 and they will have a term of 24 months – extendable for two years – to carry out the investments.

In this regard, the president of Accenture ArgentinaSergio Kaufman, pointed out that this new stimulus to the Knowledge Economy will allow greater competitiveness in salaries and retention of talent in firms in the field.
In a framework where workers in the sector they can choose between “export and charge in dollars” or “work in pesos in Argentina”Kaufman said it’s important to think of “more creative ways to compensate” to retain talent at local firms.
As a second guideline, the regime also provides that 30% of the incremental exports can be used to pay wages in a dependency relationship, with the incentive that both benefits will be cumulative.
The latter “allows that, if exports are increased, the Government leaves 30% of the increase freely available, which can be used to pay part of the salary in dollars,” Kaufman emphasized in statements to Urbana Play.

The executive reaffirmed Mercado Libre’s accompaniment to “measures that encourage development and strengthen the knowledge economy in Argentina.”

He also stressed that Mercado Libre “is one of the companies that has generated the most private employment in recent years in Argentina” with the expected creation of 2,400 jobs at the end of this year, which will be added to 5,000 generated in 2020 and 2021.
In his turn, the owner of the Chamber of the Argentine Software Industry (Cessi), Sergio Candelo, highlighted the importance of continuing to “exist a State policy” that “strongly” supports the sector.
“The important thing about yesterday’s announcement, more than the measures themselves, is that there continues to be a State policy that strongly supports the knowledge economy in general and the software industry in particular as the engines of the transformation of our society”, Candelo said in dialogue with Radio Nacional.
In this sense, he recalled that “industry had a software promotion law in 2004 and in 2002 there were some 15,000 jobs and only US$20 million were exported”; meanwhile, “today we have 140,000 jobs and more than US$ 2,000 million are exported,” said the head of Cessi.

In this way, Candelo projected, “we have the idea of a future in 2031 with more than 400,000 new jobs, US$ 10,000 million in exports and 5% of GDP represented by our sector.”
Measures announced by the national government
The measures benefit companies that work in the fields of software, professional services, biotechnology, audiovisual, aerospace satellite, video games and nanotechnology, among others, with the purpose of stimulating the generation of foreign currency and qualified employment through direct investments in infrastructure, capital and working capital, intended for the start-up of new projects or the expansion of others that involve the development of activities in the sector.
