Energy and Digital Transformation, the most favored in the 2026 budget

In the opinion of the Federal Expenditure Budget (PEF) 2026, it is confirmed that the organization with the greatest increase in its funds for next year would be the Ministry of Energy (Sener), followed by the Agency for Digital Transformation and Telecommunications (ATDT), in the midst of a panorama in which most of the agencies will have downward adjustments.

This is indicated by an analysis prepared by the parliamentary group of the National Action Party (PAN) in San Lázaro, prepared based on the gross domestic product deflator, and not only on the average of inflation, as is done in the document sent by the Executive.

According to the aforementioned PEF 2026 study, of all the items considered in programmable spending, only six will have some level of increase in their resources, among which Sener would have the highest, going from 138 thousand 307.4 million pesos in 2025 to 267 thousand 439.1, an increase of 84.5 percent in real terms.

In the case of the ATDT, created in this administration, its funds will have a significant increase of 22.1 percent, since from the 3 thousand 010.2 million pesos that were assigned to it this year, it will increase to 3 thousand 852.7 million.

Regarding Welfare – the entity responsible for the most important social programs of the previous and current governments –, it will go from 579 thousand 883.9 million that it exercised in 2025, to 674 thousand 510.0 next year.

The Ministry of Public Education will go from 465 thousand 871.9 million pesos to 513 thousand 015.6 (5.1 percent more in real terms), while the Government will exercise 9 thousand 959.7 million pesos, from 9 thousand 177.9 million this year (3.5 percent more).

The Secretariat of National Defense, despite taking charge of the National Guard, will see an increase of only 2.9 percent in its resources for next year, as it will go from 158 thousand 287.8 million pesos to 170 thousand 753.1.

Security, the lowest

In contrast, according to the party’s analysis blue and whitethe sharpest budget drop will correspond to the Secretariat of Security and Citizen Protection – which until before the September 2024 reform was in charge of the National Guard – which will spend 60,110.9 million pesos next year, 18.6 percent less than the 70,422.2 in 2025.

Another “punished” agency will be Culture, since from 15 thousand 81.5 million pesos in 2025 it will drop to 13 thousand 97.4 (an adjustment of 17.1 percent). Meanwhile, Agrarian, Territorial and Urban Development will have a drop of 9 percent (from 38 thousand 048.0 to 36 thousand 290.1 ​​million).

For its part, the Office of the Presidency will decrease 7.3 percent (from 823.5 to 800.5 million pesos). Foreign Affairs will have the same 9,294.2 million as this year in 2026, which translates into a drop of 4.6 percent in real terms.
