The minister of the General Secretariat of the Presidency of the Republic, Guilherme Boulos, stated again this Monday (23) that ending the 6×1 scale is one of the federal government’s main priorities this year.
“The proposal that we are defending, together with the [presidente Luiz Inácio] Lula is the end of the 6×1 scale, that is, at most 5×2. At a minimum, the worker will have two free rest days per week and reduce the maximum working hours to 40 hours per week without a reduction in salary”, he explained.
During participation in the program’s premiere Hello Hello Brazilfrom the National Radiovehicle of Brazilian Communication Company (EBC)Boulos said that there is a lot of resistance from businesspeople against the measure, but that it was expected, like other historical advances such as the implementation of the minimum wage, the 13th salary or paid vacations.
“I’ve never seen a boss defend an increase in workers’ rights. He will always be against it, he will always tell a bunch of nonsense saying that it will end [com a economia]. The fact is that all of this was historically approved in Brazil and the economy did not collapse”, he stated.
Boulos also said that approving the PEC of Public Security It is also a priority so that a Ministry of Public Security can be created with responsibilities established by law.
Guaranteeing the rights of transport app workers is also among one of the federal government’s efforts for this year, highlighted the minister.
For him, it is necessary to establish fixed percentage rates to be passed on to the companies that operate the applications, so that the worker is not harmed.
“The company only provides technological intermediation. It connects the passenger to the driver, manages an application, it doesn’t change a tire, it doesn’t have a car, it doesn’t drive, and from each trip it keeps 50% of the worker’s profit. This is unacceptable,” he said.
According to the minister, the debate extends to app delivery people. At the end of last year, the ministry led by Boulos announced the creation of a working group to formulate labor regulation proposals for the category.

Waterways
The minister informed that he will return to Brasília this Monday for a meeting with indigenous leaders from the state of Pará who are protesting against the Decree No. 12,600from August 2025, which includes the waterways of the Madeira, Tocantins and Tapajós rivers in the National Privatization Program (PND).
At the weekend, representatives of the Tapajós and Arapiuns Indigenous Council (Cita) occupied the office of the multinational Cargillwhich operates in the Port of Santarém, in Pará, demanding the revocation of the decree, as they consider that the effects of the measure threaten the environment and the food sovereignty of the people.
“I have been defending that the government addresses the indigenous agenda and I think there is a real possibility of this happening. I believe that today we will have good news about this”, said Boulos.
When asked about a more effective measure, such as revoking the decree, the minister said that the decision will still undergo debate with other ministries that participated in the creation of the decree.
“This decree was published before I entered the government, but I tell you that my defense is that we can meet their demands, which are fair and necessary,” he stated.
