Encus case: Minister of Education must give an explanation

Above all, an explanation: the Minister of Education, Morgan Quero, must go to the commission of his sector in Congress to inform why he granted licensing to the Encus Institutelinked to the congressman and president of Podemos, José Luna Gálvez.

The application was raised by former education minister Daniel Alfaro, in dialogue with this newspaper, after Peru21 revealed that Quero signed in 2024 the ministerial resolution authorized THE ENCUS OPERATION.

The Institute operates in the same premises, with the same officials and under the same scheme as the Telesup University, to which the SUENEDU denied the licensing in 2019 for not complying with the minimum standards of educational quality. Everything points to a possible “plan B” linked to Luna.

According to Alfaro, who should control this decision of the Ministry of Education is the Congress Education Commission.

“The Congress, through the Education Commission, has political control (to do so),” explained Minedu’s former.

In addition, he considered it necessary that in the future there is a superintendency that supervises the licensing of the Institutes of Higher Education – more than 800 in the country – and pointed out that this work could be assumed by the SUnedU to guarantee independence.

The history of Encus

Peru21 This Sunday revealed an investigation entitled THE NEW TELESUP: Encus.

According to the report, in 2019, the SUENEDU closed Telesup, the University of José Luna Gálvez, after verifying that it operated with precarious premises and without minimal quality conditions.

It seemed the end of a Bamba educational emporium, but in 2024 the government opened the door again with a new costume: Encus.

This institute works in the same place in San Juan de Lurigancho where the Telelesup metal facade was erected. On August 7, 2024, Education Minister Morgan Quero signed Ministerial Resolution 405-2024-Minedu, granting him a license to capture students.

The story of Enus reveals a network of name changes and old recycled characters. The company was born as Tech App Peru, initially dedicated to the development of applications, transport, clothing clothing and even vehicle import.

In 2023, Tech APP changed the corporate name of Encus International School, raised its capital from 10 thousand to 380 thousand soles and transferred the management to Antonio Guizado, linked to the Emporio de Gamarra. At the same time, former Telesup officials reappeared in the structure of Encus: Anaximandro Perales (former teleparter director) now directs the institute; Lourdes Morales and Fabiola Ramírez, formerly secretaries and administrative, occupy academic leaders; and Walter Casimiro, formerly, leads research.

Despite these connections, Encus obtained a license with a place still on site: classrooms without doors, unfinished and topical bathrooms full of clearing. In addition, in its advertising it no longer appears as Encus, but as Isam, another brand of the moon that shares local and even receptionists with the Intur Peru Institute. The Minedu acknowledged that Encus asked to change the name of ISAM, which consolidates a recycling scheme of brands and licenses.

In short, Telesup would not have died, it only changed its name. Now, under the brands Encus and Isam, with the same managers and partners, it operates again with guarantee of the State. The case raises background questions: Why did Minister Morgan Quero stamped his signature to legalize the continuity of an educational model that was already dissolved by not complying with quality standards?

Concern for standards

The former Minister of Education, Marilú Martens, expressed concern that, with the Encus case, a situation already lived in the country is repeated: “the authorization or operation of educational institutions that do not meet minimum quality standards.”

“This directly affects our young people, who deposit their trust and resources in search of an education that opens true opportunities,” he added.

“In Peru, experience with low quality universities and institutes has shown that, when there are no rigorous processes of licensing, supervision and continuous improvement, the main injured are students and their families. Any new authorization should be supported by solid criteria, transparency in information and control mechanisms that guarantee that it is an institution that meets basic quality standards,” he reflected.

“I think it is time to strengthen our quality assurance system, not to weaken it, to ensure that the right to quality education is a reality for all and not an empty campaign promise,” he concluded.
