In today’s session of the Council of Ministers, the draft Law for the Formalization and Promotion of Small Mining and Artisanal Mining (ASM) would be approved.
This was announced last Monday by the Minister of Energy and Mines, Rómulo Mucho, in RPP.

However, on that date, Mucho did not announce whether the Executive would propose, in that law, an expansion to Reinfo.
This afternoon, the curtain will rise on this story, and it will finally be known whether the Government gave in to the request of the informal miners, in which – according to the Government – there are illegal miners.
If that happens, the Executive will send the aforementioned bill to Parliament tomorrow.
EXPANSION OF REINFO
On this topic, last Tuesday, the Energy Commission approved holding, this Friday the 22nd, a technical working table to discuss the expansion of the Comprehensive Registry of Mining Formalization (Reinfo).
This occurs amidst the request of a contingent of hundreds of informal miners, who has arrived in the capital, from Ayacucho, Arequipa and Puno—where there are illegal miners, according to the Government—that demands a two-year extension of the Reinfo, which expires on December 31 of this year.
The president of the commission, Paul Gutiérrez, was the one who convened this working group in yesterday’s session.
However, he did not specify what the agenda or start time will be.
As recalled, Perú21 has revealed that Gutiérrez – remembered for having stood up for Sendero Luminoso’s Movadef in an interview with this newspaper – is playing against the informal miners grouped in Confemin.
Because? Because he himself has presented a two-year expansion project for Reinfo, which is the same one that Confemin demands.
However, the debate on this expansion was suspended at a request from the vice president of the commission, Diana Gonzales, until the Government sends the draft of the Mape Law, which will put an end to Reinfo.
THEY WANT TWO YEARS OF EXPANSION
Confemin’s legal advisor, Adolfo Valverde, told Perú21 that they will not leave Lima until the commission approves the extension of “at least two years of expansion of Reinfo.”
Despite this, Valverde agreed to go to the commission to discuss the expansion of the Reinfo, under the condition that this extension does not last less than two years.
On the other hand, the Minister of Energy, Rómulo Mucho, indicated that the Mape Law will be approved today in the Council of Ministers, and that tomorrow it will be sent to Parliament.
