The objective is to reduce time and promote the transparency of contracting processes in the State, and to hire “the most capable”.
With this tool, the internal procedures that an organization must carry out to carry out a contracting process are simplified and each stage is modeled in a digital application.
Each data is loaded only once, and in this way the controls are automated and become more agile, the ONSC pointed out.
To introduce these improvements and develop the new tool, the office carried out extensive consultations with users from various Ministries, as well as with the main units in charge of controlling this type of procedure, such as; the Ministry of Economy, the National Office of the Civil Service and the Office of Planning and Budget.
“The tool will begin to be implemented gradually as of November 2022 in selected organizations and it will become mandatory for all Ministries and the Presidency of the Republic as of the second semester of 2023,” it was clarified.
On the other hand, it is pointed out that “under this new approach, we intend to reduce times, generate greater security and transparency in the information, with a cross-sectional monitoring that ensures guarantees in each of the procedures.”
