Employers uphold ILO Convention 131 to be included in salary negotiations

The Confederation of Private Entrepreneurs of Bolivia (CEPB) of the country reiterated its demand for dialogue with the Government on the salary issue, this time basing his request on Convention 131 of the International Labor Organization (ILO). The institution also indicated that it will not negotiate with other actors and that it will avoid sterile debates with leaders.

“The CEPB has demanded dialogue with the Government on the wage issue, out of a basic sense of justice, equality and coherence, and based on ILO Convention 131. We will not negotiate with other actors nor will we enter into false and sterile debates with leaders”, the largest employer in Bolivia posted today on its Twitter account.

The statement comes after the executive secretary of the Central Obrera Boliviana (COB), Juan Carlos Huarachi, rejected yesterday, Friday, the incorporation of private companies in the salary dialogue tables established with the Government.

To discuss the salary increase there is no tripartism for us”, remarked the leader, who also accused “some businessmen” of “paying for demonstrations against Law 1386, of the National Strategy to Combat the Legitimation of Illicit Earningsand during the “coup d’état”.

ILO Convention 131 on the fixing of minimum wages establishes that for wage negotiations, not only exhaustive consultations must be carried out with workers, but also with employers.

“The competent authority of each country will determine the groups of wage earners to which the system must be applied, in agreement with the representative organizations of employers and workers concerned or after extensive consultation with themprovided that such organizations exist”, cites Article 1.

“It shall be provided that for the establishment, application and modification of said mechanisms, extensive consultation is carried out with the representative organizations of employers and workers concernedor, when such organizations do not exist, with the representatives of the interested employers and workers”, also indicates Article 4.

In a letter dated March 22, heThe CEPB asked President Luis Arce for a hearing to let him know his supported and argued position regarding the salary increase and request the incorporation of the sector to the process of formal exhaustive consultations.

The COB asks for a 7% increase in the basic salary and a 10% increase in the national minimum, something that was rejected by the business sector.

If it is about recovering purchasing power, last year’s inflation did not exceed 1%, recalled Gary Rodríguez, general manager of the Bolivian Institute of Foreign Trade.
