Given the questioning of the councilors about alleged irregularities in the bidding process and awarding of urban cleaning services in the capital of Santa Cruz, the Santa Cruz Municipal Urban Cleaning Company (Emacruz) requested to carry out an audit of the contracting processes of this service, in order to make it transparent.
At a press conference, the manager of Emacruz, Andrea Hoyos; and the institution’s Operations Manager, Ricardo Oviedo, indicated that In order to make all contracts transparent regarding the contract for urban cleaning and final disposal of solid waste, the State Comptroller carry out audits of the three international bidding processes that were carried out.
In this way they seek to rule out that there are indications of breach of dutiesmanipulation in the Procurement Base Document (DBC) and favoring the companies that were awarded the urban cleaning and sanitary burial services, as denounced by some opposition councilors.
“The report issued by the Comptroller is not a definitive report, it is not binding, it is not a tragic report like it is making you want to see the opposition, it is the beginning of the audit that we ourselvesYes, like Emacruz, we are requesting of the contracting processes that we have already concluded with the signing of the contract”, said Hoyos.
He assured that he received the preliminary report from the Comptroller’s Office, the same that the opposition councilors haveand stressed that it is a report that will have an immediate response as appropriate, in addition to attaching the physical copies of the urban cleaning contracting processes.
“We are going to give a written response to the General Comptroller of the State, sending the physical copies of all our contracting processes concluding with forms 200, the documentation uploaded to Sicoes, as well as the information that we have made on the same page of the Comptroller’s Office within the terms stipulated by law,” explained the manager.
One of the councilors who observes the contracts is Manuel “Mamén” Saavedra, who regrets that Emacruz has thought more about the company than the population.
According to Saavedra, the operators should be penalized because the service has been failing since December 26, when the service began, to date.
“They gave a garbage collection contract to a construction company and look at how we are, launching a new operator and with the dirty city. LThey keep blaming the end-of-year parties, that’s disrespectful. It is worrying that from Emacruz they say that because they are in a period of adaptation they are not going to fine, or demand, or call their attention; We are going to have a six-month adjustment period in which Emacruz is going to look at everything from the box, we are going to have a cuchuqui (dirty) city and no one from the municipal Executive is going to say anything to them,” he said.
On the frequency of cleaning in the city
The operations manager, Ricardo Oviedo, indicated that, in order not to confuse the population, both cleaning operators are maintaining the same days for household waste collection. That is, Monday, Wednesday and Friday in the north. Tuesday, Thursday and Saturday in the southern zone. But there is an expansion of daily collection from the old town to the third outer ring, at night.
Likewise, Oviedo assured that both urban cleaning operators are in the adjustment period, so no sanctions are appliedfines could only be applied in extreme cases.
He explained that the collection in the city is level at 90% and it is expected that it will be completely complete in the next few days. He also indicated that seven of the nine services that the new operators are going to provide are already running in the city.
Regarding the micro dumpswhich have always been recurring points where recurring citizens throw garbage, indicated that the operators are going to place containers to avoid the accumulation of garbage and asked the neighbor to resort to eco-stations to avoid micro-trash dumps.
