In a virtual hearing held last week, the Municipal Urban Cleaning Company (Emacruz) opened the proposal envelopes where two accidental partnership companies won the award for the collection of solid waste in the municipality of Santa Cruz.
This is the Tiluchi Ingeniería y Disposición Accidental Association, which will be in charge of garbage collection in sector A, while the Piraí Accidental Association will operate in sector B.since the city was ‘split in two’ for the collection until the burial of the waste. The first accidental company is Brazilian and the second local.
Maikol Negrette, councilor for Solidarity Civic Unit (UCS), informed EL DEBER that the Qualification Commission has until Thursday, November 24 to verify the documentation of both accidental companies in order to observe if it complies with the Sicoes Base Contract Document (DBC), to then issue its final report and proceed to the signing of the contract, according to the established dates.
“It’s a breather that white smoke comes out in the tender,” Negrette said in time to point out that she will ask the manager Andrea Hoyos to send her the Emacruz contingency plan until the two companies are established.
For his part, the councilor for Democrats, Manuel Saavedra, announced that he will request the information from Emacruz in order to review whether both accidental companies comply with the regulations and have experience in garbage collectionsince the municipal contract of more than two million Bolivians is at stake.
He said that it is striking that in the garbage burial the term is extended by five days due to the indefinite strike, where Emacruz awarded these two contracts.
The opposition legislator observed that as of December 27 there is no one to clean the citysince the Vega Solví contract ends on the 26th of the same month and the new company would have to operate the following day, in this case both accidental companies.
He explained that according to the law, it takes between four to six months for the awarded company is fully prepared to operate.
“There won’t be time because the companies that have been awarded have to get ready, import machinery, have all the machinery and personnel ready. We have to focus on what will happen because we have no guarantee what will happen,” he asserted.
Meanwhile, the councilor for the Autonomous Community (CA), Juan Carlos Medrano, criticized that to date they have not provided him with the information, in addition, he said that he will investigate whether there is a sole proprietorship that would have favor from the commune.
