The Office of the Comptroller General of the Republic officially launched the Electronic Accountability System (SIERC), an innovative tool designed to transform and optimize the accountability process in the country. This system makes it easier for public entities to demonstrate the correct use of public funds, making accountability a dynamic, constant, timely, effective and efficient process.
“The SIERC has been developed with the objective of improving accountability through the use of advanced technology, which will allow for a more transparent and efficient administration of resources in the financial management of the Communal Boards. The Communal Boards must report through an online registry in real time the preparation of each check, beneficiary, date, amount and project,” stated Comptroller General Gerardo Solís.
The new system provides the 701 Communal Boards with a modern tool to record income and expenses in their operations. Among the advantages of the SIERC is the timely recording of income and disbursements, which facilitates timely and accurate accountability. In addition, the system implements the use of the Manual of Budgetary Classification of Expenses to standardize the expense concepts in all funds.
It also offers online access to data and information on the property and accounting records of all the affiliated communal councils, available to internal users of the Comptroller’s Office, including the National Directorate of Accounting Methods and Systems.
The SIERC also provides relevant information on community projects, accessible to internal users for the Social Control Coordination of the National Accountability Subdirectorate.
The project was developed in two main stages. The first stage includes the implementation of the system and the recording of income and expenses by the accounting staff of the Communal Boards, in which the delivery of 2,021 Accountability Reports has been reported.
The second stage will focus on the design of alerts for the monitoring, correction and examination of accounts, ensuring continuous and transparent monitoring of the use of public resources.
The Office of the Comptroller General of the Republic reaffirms its commitment to transparency and efficiency in the management of resources, offering public entities and citizens a tool that guarantees proper and responsible management of state funds.
