Helen Monserrath Recalde, an 18-year-old girl, passed away on Saturday afternoon. This, after suffering an electric shock when she touched one of the columns of the Asunción waterfront.
Edgar Recalde, the victim’s uncle, stated that they still do not have legal representation. Since they first want to focus on all the funeral procedures, to then initiate actions against the commune of Asunción.

“There was no signage of any kind. The column was normally like any other, ”she lamented.
On Sunday, during the wake, authorities from the municipality of Asunción called the family to make themselves available for everything they needed. However, they did not cover the funeral expenses.
“As a family we will reach the last instances. Let whoever has to fall fall and whoever has to pay pay. Now we are doing the paperwork for the cemetery, once we finish, we will see what actions we are going to take, ”he said.
Given the statements of Federico Mora, chief of staff of the municipality, who alleges that the responsibility for the accident falls under the responsibility of the Ministry of Public Works (MOPC), he said that they are not surprised. Federico Mora, chief of staff of the municipality of Asunción, blamed the Ministry of Public Works (MOPC) for the precarious situation of the column in question. “There is still no transfer to the municipality of the works,” he said for several media outlets.
Although the public works portfolio was called to silence about the tragedy, ANDE did come forward to blame the commune.
Hugo Chávez, ANDE’s head of distribution, affirmed that the lighting is under the responsibility of the municipality.
PROSECUTOR’S OFFICE
Sara Torres, fiscal agent, was appointed by the Public Ministry, for the investigation of the case. During the morning of yesterday, Monday, she went to the place to carry out the inspection and collect the elements that could be used for the investigation.
It decided to summon technicians from the National Electricity Administration (ANDE) and the Municipality of Asunción to participate in the procedure.
