Complaints about directing thousands of soles of public resources destined for the electoral period to a television channel have generated an internal crisis in the two political parties involved in this scandal: Primero La Gente and País para Todos.
These funds are allocated by the National Office of Electoral Processes (ONPE) so that political groups can disseminate their proposals in the media that each party chooses.
For the general elections of this April 12, this organization has allocated 80 million soles for the financing of the electoral strip, an amount that was distributed among the 38 participating parties, although not in equal parts.
Peru Libre (S/. 7728818.73); Popular Force (S/. 5’423,394.29); Alliance for Progress (S/. 3,827,331.21); Popular Renewal (S/. 3’472,650.53); Country Advances (S/. 2’408,608.48); Podemos Peru (S/. 2’053,927.80); Somos Perú (S/. 2,053,927.80) and Juntos Por el Perú (S/. 2,053,927.80) received more money from this budget allocation.
Almost 30 million soles were allocated to them. This is in strict compliance with the provisions of article 38 of Law No. 28094, Law of Political Organizations.
Although this rule establishes that 50% of the minutes of the electoral slot be distributed equitably, the other 50% of time is assigned proportionally to the representation that each political party has in the Congress of the Republic.
Thus, the almost 50 million remaining soles were distributed equally among the other 30 participating parties without parliamentary representation. Each group received S/.1,699,247.11, including Primero La Gente, which is running for president Marisol Pérez Tello, and País Para Todos, which has Carlos Álvarez as its candidate, and which according to the complaints directed the good part of these resources to the Nativa channel, owned by Miguel del Castillo, founder, coincidentally, of Primero la Gente.
This group notified the ONPE to allocate 464 thousand soles—a little more than its budget to Abra Producciones SAC, the company that controls this channel.
In the case of Álvarez’s party, it was learned that it notified ONPE to divert 700 thousand soles to this same channel.
Del Castillo has denied having any financial relationship with Nativa and denied having received any benefit for allocating these thousands of soles to the television channel.
The ONPE recalled that the electoral strip of the next general elections will be broadcast from this Wednesday, February 11 to April 9 on television, radio and social networks such as: Facebook, Instagram and YouTube.
