The candidates for the Presidency of the Republic In 2026 they begin to put themselves in the splitter. With three days left until the closing of the deadline – October 31 – for candidates to be registered and be able to participate in the primaries, at least seven political groups have already presented the list of their candidates seeking to achieve the presidency, vice presidency or a seat for Deputies, Senate or Andean Parliament.
Popular Renewal, Avanza País, A Different Path, Country For All, Modern Peru, Popular Action and Peru First have already registered the registration requests for the lists for the primaries. There will be competition only in those groups in which there will be more than one list, such as Apra, Acción Popular, Partido Morado, among others.
It should be noted that Un Camino Diferente and Perú Primero have disqualified candidates on the lists. The National Elections Jury (JNE) has already warned that these candidacies “are not going to pass.”
WHO ARE THEY?
The lists presented to the electoral bodies of each party include media figures such as congressmen and former officials.
In the case of Avanza País, the presidential plan headed by journalist Phillip Butters Rivadeneira was registered. He is accompanied by Fernán Altuve-Febres Lores as first vice president and Karol Paredes Fonseca, current congressman for said bench, as second vice president. It is not yet clear if the list of former congressman César Combina, who announced his participation a few days ago, will be included.
In the Modern Peru party, a group led by jurist Carlos Jaico Carranza, who was secretary of former president Pedro Castillo, officially entered the primaries. Jaico is accompanied by the engineer Miguel Almenara and Liz Quispe Santos. Jaico resigned as Castillo’s secretary after observing the “shadow cabinet” that the then president had.
Another group that has already made its list public was the País para Todos party, presenting Carlos Álvarez Loayza as a candidate for the Presidency of the Republic, María Chambizea Reyes – former regional councilor for Cajamarca – as first vice president and Diego Guevara Vivanco as second vice president.
Renovación Popular, by Rafael López Aliaga, also registered its main plan. López Aliaga Cazorla is accompanied by current congresswoman Norma Yarrow Lumbreras as first vice president and Jhon Ramos Malpica as second vice president. The list of accessory members of this political organization includes the councilor of the Municipality of Lima Roxana Rocha Gallegos (who worked with López Aliaga in his municipal management as mayor of the capital) and Alejandro Muñante Barrios, acting parliamentarian.
The last formulas presented at the close of this note were those of Acción Popular. Six lists headed by Julio Chávez, Alfredo Barnechea, Víctor García Belaunde, Edwin Martínez, Higinio Torres and Erwin Pinedo will compete. Each has its own candidates for vice presidents, deputies and senators.
THE CASES OF VIZCARRA AND FERNÁNDEZ
As always happens in politics, there are candidates who seek to circumvent the rules of the National Election Jury and the Constitution, including their relatives as leaders of their lists, since they have disqualifications given by Congress or by a court ruling. The intention is to circumvent the law and fraudulently reach the 2026 elections.
Martín Vizcarra, the former president of Peru, announced on Monday, October 27, that the presidential plan of Peru Primero will be led by his brother Mario Vizcarra. Martín Vizcarra was registered for the position of first vice president and Judith Mendoza Díaz for the second vice presidency.
The play is clear. Vizcarra has three disqualifications that prevent him from running for the Presidency of the Republic. The party has admitted that they are waiting for the Inter-American Court of Human Rights (Inter-American Court) to throw them a lifeline with a precautionary measure that suspends their disqualifications.
The same figure is repeated with César Arturo Fernández Bazán, candidate of Un Camino Diferente, sentenced to one year in effective prison for the crime of defamation, who following the example of Martín Vizcarra, one day after the presidential plan of Peru Primero was presented, made the same move. He presented his sister Rosario del Pilar Fernández Bazán as a presidential candidate, while he registered as first vice president despite the disqualification since he is a fugitive from justice. Anita María Carnero Paredes de Gonza will have the nomination for the second vice presidency.
On September 22, the former mayor of Trujillo was sentenced to one year in prison for the case of aggravated defamation against the lawyer and municipal worker Julio Enrique Morillas Rodríguez.
Likewise, a civil reparation of 20 thousand soles was imposed in favor of Morillas Rodríguez, who filed the complaint against the former mayoral authority in 2023, alleging that he had been defamed through social networks.
The former mayor had to be interned in the El Milagro de Trujillo prison; however, he escaped. At that time, an arrest warrant was issued by the court that to date has national scope.
THE PRIMARIES
According to the electoral schedule, the 2025 primary elections will be held on November 30 and December 7. In these, political organizations will choose the candidates who will run in the 2026 general elections.
The modalities chosen for these primaries, according to information from the ONPE, are:
to. Elections with universal, free, voluntary, equal, direct and secret vote of all members and citizens previously registered as voters with the political organization, whether or not they are affiliated with it.
b. Elections with universal, free, voluntary, equal, direct and secret vote of the members.
c. Elections through delegates, who must have previously been elected by universal, free, voluntary, equal, direct and secret vote of the members in accordance with the provisions of the statute and electoral regulations of the political organization, which may request the support of the bodies of the electoral system.

In the case of Renovación Popular, the candidate for the first vice presidency, Norma Yarrow, and the accessory Roxana Rocha are also on the list of deputies for Lima.
