He National Election Jury (JNE) ordered the exclusion of several citizens from the Preliminary Electoral Roll for the 2026 General Elections.
The measure was made official through the Resolution No. 0744-2025-JNEpublished in the extraordinary edition of the Legal Standards bulletin of the official newspaper El Peruano.
Among those excluded is the former president of the Republic, Martín Vizcarra, who registers two disqualifications, one for five years and another for ten years.
Also removed from the preliminary register were the former National Prosecutor, Delia Espinoza, who was disqualified for 10 years; former congressmen Freddy Ronald Díaz Monago and Yesenia Ponce Villarreal, both with 10-year sanctions; as well as the former president of the defunct National Council of the Judiciary (CNM), Guido César Águila Grados, also disqualified for a decade.
The list also includes former Health Ministers Víctor Marcial Zamora Mesía, with a 10-year disqualification, and Pilar Elena Mazzetti Soler, sanctioned for 8 years. Likewise, former judge César Hinostroza Pariachi, who is also serving a 10-year disqualification, was excluded.
“The effects of the disqualification prevent the sanctioned public official from exercising the right to vote (elect and be elected), the right of participation and the right to found, organize, belong to or represent an organization or political party, movement or alliance,” they explained.
JNE approves the final electoral roll
In the same resolution, the JNE approved the Definitive Electoral Roll, prepared by the National Registry of Identification and Civil Status (Reniec), for the general elections called for April 12, 2026.
According to the electoral body, the registry was made up of a total of 27 325 432 able voters, of whom 26 114 619 They reside in the national territory and 1,210,813 live abroad.
The electoral roll is the official record of citizens authorized to exercise their right to vote and is prepared and permanently updated by Reniec.
