Currently, the JEE of Lima Center 1 and 2 They are in charge of supervising the registration of the lists of presidential candidates and representatives for Peruvians abroad who will participate on April 12, 2026. They will resolve blemishes, request that registration errors be corrected, etc.
According to the information on the JNE portal, the 60 Special Electoral Juries in Peru are temporary bodies created for each electoral process or popular consultation. Their main functions are to direct, coordinate, supervise and control the jurisdictional, supervisory and administrative management activities within their respective constituencies, in order to guarantee respect for the will of the citizens in all electoral processes.
Lima Center 1 and 2
Within the framework of the 2026 Elections, this JEE constituency has under its jurisdiction the candidacies for President and vice presidents of the Republic, according to the powers established by the JNE itself in Resolution 0624-2025-JNE issued in November of this year.
This jury is made up of its president, Hugo León Manco; the second and third members, Edmundo Calderón Cruz and Ana Ruíz Quispe; and the jurisdictional secretary, Leyla Medina Calvo.
Among its powers is the reception and qualification of applications for registration of presidential formulas, as well as the inspection and sanctioning procedure on the Affidavit of Resume (DJHV) of each of the candidates.
This electoral jury issues resolutions in the first instance on requests for total annulment of this type of election.
Likewise, it is in charge of the objections and exclusions against the applicants, as well as their resignation and withdrawal. In addition, it is in charge of the inspection and sanctioning procedure contemplated in article 42 of the Law of Political Organizations (LOP), which refers to prohibited conduct in political propaganda such as the delivery of gifts, money, etc.
In this regard, the JEE resolves in the first instance regarding the blemishes that are presented against the lists of candidates. In the event that a candidate appeals, he must do so before the Plenary Session of the JNE, who will resolve definitively.
As for Lima Center 2, its powers are the same as that of Lima Center 1. However, they differ in that they see the candidacies for the Chamber of Deputies and Senators that represent Peruvians residing abroad, as well as that of Senators of the Single Electoral District and Andean Parliament.
The JEE Lima Centro 2 is made up of the president, Maruja Hermoza Castro; the second and third members, Teddy Cortez Vargas and Gina Delgado Reyes; and the jurisdictional secretary, Patricia Casiano Mamani.
Other powers of the Special Electoral Juries
Within their powers, the 60 JEE can resolve issues on state advertising, electoral propaganda, neutrality, electoral surveys, observed electoral records, vote counting, appeals against the resolutions at the polling stations on vote challenges and voter identity.
In addition, they can see requests for partial annulment of the voting tables, and carry out the decentralized proclamation of the results of the counting of the presidential, senatorial, deputy and Andean Parliament elections.
In the case of observed electoral records, vote counts, partial annulment of the voting table and counting of the elections, the JEE acts as the first instance to resolve the incidents.
In case of challenges to votes and identity of voters, the JEE is the highest authority that resolves appeals and is the last resort.
Regarding appeals that may be made against observations made to an electoral record, the JNE must resolve it within 24 hours of being notified.
The decisions of the JNE cannot be appealed or challenged.
