More than 90 percent of jurisdictional files processed so far in the 2022 Regional and Municipal Elections process are for state advertising, according to a report from the Electoral Process Operations Center (COPE) of the National Election Jury (JNE).
The document indicates that, due to the ongoing elections, there have been 1809 jurisdictional files. From them, 1655 (91.49%) are for state advertising, which corresponds to the entities of the different levels of the State (national, regional and local), as well as to the autonomous government agencies.

In relation to their status, 961 files (53.12%) were resolved by the competent bodies, while another 650 (35.93%) are in process. Likewise, 179 files (9.89%) are ready for pronouncement, and there are only 19 (1.05%) as “registered”which, the report points out, indicates that there is timely attention to documents generated.
According to the matter of the files, 59.65% are for “subsequent reporting procedure”which refers to the report given by government entities at the end of the dissemination of state advertising by means other than radio or television.
Also, the subject of “initiation of sanctioning procedure due to inspection report” represents 32.95% of the files. This responds to the control work regarding the alleged violations of the rules that regulate electoral propaganda, state advertising and neutrality.
Finally, the “prior authorization procedure” of state advertising occupies 6.14% of the total files, given the need for public entities to broadcast state advertising on radio and television.
The COPE report recalls that, according to the regulations, the Central Directorate of Institutional Management (DCGI) of the JNE is competent in matters of electoral propaganda, state advertising and neutrality during the electoral period, as a first instance, as long as the Special Electoral Juries (JEE).
Said competition concluded with the installation of the JEE Lima Centro last February 7, 2022which, by Resolution No. 0009-2022-JNE, assumed the material and territorial competence at the national level to process said files until all the JEEs are installed.
