Eight regions spent less than 40% of the budget for projects

For a long time, it has been pointed out that the budget execution in the country is less than 80%, and so far this year, the accelerator is not yet sought. And, while Peru has a series of needs, eight regions have not disbursed or 40% of the budget allocated for projects of public investment.

Huánuco heads this unfortunate list. This region, which is the poor fifth (39% of people living here are in that condition), has a modified institutional budget (PIM) for this purpose that exceeds S/451 million, however, to date it has only disbursed 28.1%.

Here there are projects such as the improvement of the Transitability Service of a road, which for this year had a PIM for more than S/9.9 million, but that has not been spent or s/1.

Another region with a high level of poverty (39%), as is the case of Pasco, has only spent 32.5%, despite having a budget of more than S/455 million for works.

Ancash, meanwhile, which has an execution of only 32.5%, has a work on its list that refers to transitability services, for more than S/16 million, and has not disbursed resources in that regard.

In the case of freedom, of César Acuña, which with a budget exceeding S/866 million, being one of the highest amounts, has only spent 35.6%. Although, there are several projects that record 0% progress, one that attracts attention is the improvement of health services of the District Hospital of El Porvenir Santa Isabel that for this year has S/12 million, but to date it has not spent anything.

Another health center is located in the province of Otuzco, has more than S/19 million for this year and has only spent 7.1%. In the education sector, the panorama is no different. For example, it has an improvement and expansion project of the primary and secondary educational service in Trujillo for S/16.7 million, and has only disbursed 1.2% of that total.

EFFICIENCY

But spending also means being more efficient and this is explained by the main professor of the Academic Department of Economics at the University of the Pacific and former Minister of Economy, Carlos Casas.

“Always in the last months of the year more than 50%is executed, and now that the electoral campaign starts there will be more pressure. This opens the door to inefficiencies in the works,” he said.

A problem that is also presented, he explained, is that projects are started, but that are not concluded. Before, even some projects ended, but the file was not closed to have the possibility of receiving more resources.

For houses, a part of the responsibility is also the national government, where there are bodies responsible for approveing files and delay in the procedures.

This situation not only occurs in regional governments, as premises also have a slow execution. The Economic Studies Analyst of Comexperú, Franco Yngunza, explained that Julio Municipalities have 38% of Public Investment Budget.

“If there is a campaign and only public investment is used to increase popularity, there would be a probability that the investment is not efficient. This risk occurs if there is no adequate planning of the works,” he said.

In that sense, he stressed the importance of technical assistance, since he recalled that 57% of municipalities, in 2024, according to an INEI survey, said they needed this support for the evaluation and execution of the investment in their charge.
