The ungrouped congressman, Edward Malagahe replied to the President of the Republic, Pedro Castilloafter he returned the third vacancy motion to Congress after being admitted to debate during the last plenary session.
In this regard, the parliamentarian stated that the initiative he is promoting is “undoubtedly complete” and described the recent event as “hindering”
“I must indicate that the aforementioned motion is fully developed in strict compliance with the Constitution and the Regulations of Congress. Contains the order, the factual and legal grounds, as well as all the annexes that are expressly described in the relevant part of the text; being undoubtedly complete.” is read in the official letter sent to the Parliamentary General Director of the Major Office of the Congress.
“Therefore, there is no document that must be attached additionally, as the defense of the president in a clearly dilatory and obstructive way”, he added.
Likewise, it details that “all the documents mentioned in the request letter are not part of the list of annexes that make up the cited motion.”
In this sense, it requests that the head of state that the process of third presidential vacancy for an alleged permanent moral incapacity “continue its regular process, respecting the due process and the previously approved deadlines.”
“Finally, through his person I urge the defense of the President of the Republic not to act recklessly, having to respect the nature and regulation of the indicated procedure, as well as the constitutional powers of the Congress of the Republic”, culminates his pronouncement.
Pedro Castillo returned a vacancy motion to Congress
