“I have said on several occasions that the president must step aside, he must resign. Time has run out, we can no longer drift. We are seeing that there is an inability to govern, that this is not stipulated in the Constitution as a cause for vacancy, unfortunately, “Málaga expressed in RPP, adding that “a way should be found” to remove the president from the presidency.
One of them, he said, could be the vacancy due to moral incapacity. “Finally, permanent moral incapacity, which was highly debatable a couple of months ago, is getting closer and closer today. That is, these acts from the government or this inability to discern a good cabinet from a bad cabinet is dangerously close to the limit of what could be considered or interpreted as a permanent moral incapacity”, he stated.

He also indicated that it would be necessary to review the vacancy motion that is presented in plenary to read the text and the justification, “and decide on that.” “But I dare to say that those who bet on this mechanism are going to have a much stronger argument than two months ago,” he added.
He explained that the other way is the dismissal of the head of state. He specified that the purple group has proposed a constitutional reform that consists of modifying article 117 of the Constitution, so that the president can be accused of crimes of corruption during his government and thus be removed.

It is very difficult to aim for the perfect solution”, he concluded.
