Job vacancies in activities related to education helped Brazil register in the second quarter of this year the lowest unemployment rate already determined by the National Continuous Household Sample Survey (PNAD), made by the Brazilian Institute of Geography and Statistics (IBGE).
On Thursday (31), the institute announced that the occupancy rate in the quarter ended in June was 5.8%, the Smaller level of the historical series started in 2012. The Brazilian labor market reached 102.3 million workers occupied, also record in the series.
The IBGE pointed out that, in comparison between the first and second quarters of this year, of the ten activity groups, nine presented stability, ie, high or fall not expressive, and only one marked expansion, the public administration group, defense, social security, education, human health and social services.
In this activity, the number of occupied reached almost 18.9 million, an increase of 4.5% over the first quarter. This represents that 807,000 people got work. This activity group is the second with the most posts, losing only to trade, repair of motor vehicles and motorcycles, with 19.5 million vacancies occupied.
School year
Within the activity Public Administration, Defense, Social Security, Education, Human Health and Social Services, was the Public and Private Education that pulled hires. They are vacancies for teachers, servants, inspectors and porters, for example, mainly concentrated in municipalities.
IBGE Household Sample Research Coordinator Adriana Beringuy explains that there is a seasonal character, that is, related to the time of year. Public administration usually dispenses with workers from December to January, then rehiring, especially from March, when the academic calendar in schools, especially elementary school.
“In addition, health activities also contributed to this growth, but in fact, the education segment is quite relevant in this recovery process here in this [segundo] quarter, ”he said.
As the other groups of activities behaved in the comparison between the first and second quarters:
- Agriculture, Livestock, Forest Production, Fisheries and Aquaculture: 126 thousand vacancies (1.7%)
- General Industry: 163 thousand vacancies (1.2%)
- Construction: minus 14 thousand vacancies (fall of 0.2%)
- Trade, Motor Vehicle and Motorcycle Repair: 258 thousand vacancies (1.3%)
- Transport, Storage and Mail: 123 thousand vacancies (2.1%)
- Accommodation and Food: Less 55 thousand vacancies (falling 1%)
- Information, communication and financial, real estate, professional and administrative activities: 223 thousand vacancies (1.7%)
- Domestic Services: 60 thousand vacancies (1.1%)
- Other services: 101 thousand vacancies (1.9%)

The continuous PNAD released on July 31 is the first with the new representative sample of households, based on findings of the 2022 census.
The revelations of the census made IBGE reponderate the sample, so that the entire historical series of PNAD had to be reviewed, a common procedure in several countries.
However, according to Adriana Beringuy, there was no difference, and in many cases the rate is the same.
“The dynamics of the labor market was the same,” he explained.
Of the 159 mobile quarters surveyed since 2012, only 25 had the change rate changed, and the variation was no more than 0.1 percentage point to more or less.
Since October 2021, no quarter has not even changed. As in the old series, the highest unemployment rate was 14.9%, reached in two periods: in the mobile quarters closed in September 2020 and March 2021, both during the Covid-19 pandemic.
