Santo Domingo. – He Ministry of Education (Minerd) and the Dominican Association of Teachers (ADP) signed an institutional agreement to expand the participation of teachers of the public pre-university system in the new process of Teaching Performance Evaluation (EDD)in order to guarantee transparency, equity and attachment to current regulations.
Through the agreement, the parties agreed to modify article 14 of Departmental Order no. 18-2025, in order to incorporate an exceptional provision applicable to the period 2025–2026.
Thanks to the agreement, the participation of active career teachers that, at the beginning of the process scheduled for October 30, 2025, they have at least an uninterrupted year in the exercise of their functions, find performing the positions established in the regulations and have completed the National Induction Program (PNI).
However, the measure also provides for participation in the Teaching Performance Evaluation of those teachers who have not yet approved the National Induction Program, expressly conditioning the granting of economic incentives to the completion and subsequent approval of said phase.
Minerd explained that the National Induction Program constitutes a training process Aimed at teachers and counselors new entry to the public educational system. In that order, he highlighted that since its implementation in 2022, the program accompanies the professionals In its initial stage, it strengthens its pedagogical skills and ensures basic quality standards in the practice of teaching.
He indicated that to date, more than 44,000 professionals of education have participated in the PNI at the national level, consolidating themselves as a key public policy for strengthening the educational system.
“This exceptional provision represents an orderly and regulated opportunity for these professionals to be integrated into the evaluation process while they complete their initial training, without prejudice to the criteria of merit and quality that govern the teaching career,” Minerd noted.
In the agreement signed, the Dominican Association of Teachers recognizes the importance of National Induction Program as a fundamental tool for teacher professional development and the improvement of educational quality.
The educational portfolio reiterated that the Teacher Performance Evaluation constitutes a strategic instrument for the identification of strengths and opportunities improvement in pedagogical practicethe orientation of continuous training actions and the strengthening of teacher professional development, such as essential pillars of quality education.
For this reason, he recalled that it has been declared high priority for the present educational management, in line with the organization’s commitment to work for the institutional strengthening of the educational system and the permanent improvement of learning.
