The departmental mayor Gabriel Gabbiani (P. Colorado – Ciudadanos) presented to the mayor of Colonia, bound for the Municipality of Juan Lacaze, a Request for Reports aimed at clarifying the direct purchases of 22 banks for a total cost of more than $23,100.
“At this time, photos of two alleged invoices from the Municipality of Juan Lacaze are circulating on social networks. One of them is dated November 1, 2022 (Invoice No. 835,927), for an amount of US$ 16,836 for the purchase of 10 benches whose destination is the Parque de los Jubilados of the aforementioned city, today a space in recovery that we ourselves requested in the Departmental Board that it be recovered”, says the mayor.
“The other is dated December 1, 2022 (Invoice No. 837,978) for an amount of US$ 6,348 for the purchase of 12 banks. According to the aforementioned document, they are destined for the Integrating Public Space (EPI) in the former Sports Plaza ”, he continues. “Complementarily, it should be remembered that in March 2021 we made a Request for Reports regarding the Abbreviated Tender 7/2018 for the “Construction of an Integrative Public Space, multi-use basketball court, conditioning of bathrooms and others in the former Plaza de Deportes de Juan Lacazé”. The scheduled opening date for the offers was February 23, 2018, and the award resolution took place on 04.26.2018 (File 04/2017/428 – Resolution 575/2018), awarding the works to the company ” Julio César Fernández Muñiz” for a total amount of $1:181,228, plus $153,345 for Social Laws. Said Request today, almost two years after, has not yet been answered, and yet elements for its storage continue to be acquired, which could suggest the presumption, at least, of bad administrative practices, ”adds the representative of Ciudadanos.
Gabbiani requests to be informed if the direct reference purchases were actually made and the invoices are correct. In this case, if a Request for Prices was made to different companies, attaching a copy of the orders submitted and the different offers received; the characteristics of the mentioned benches are reported in detail (measures, material, maintenance conditions, warranty period, etc.); if the aforementioned benches are already in the possession of the Municipality of Juan Lacaze or when they will arrive there, and where and when they will be installed; and if they were acquired at the suggestion of the mayor, a councilor, professional or collaborator in any capacity, providing the name of the same, and based on what.
“In both cases, these are direct purchases made from the same company, and the invoices are signed by the mayor (FA) and by two councilors (P. Nacional). The price of the mentioned banks is striking, since they differ greatly from the usual prices in the national market for this type of element, for which we expect a prompt response in order to rule out any type of anomaly, error or administrative malpractice. ”, assures the red mayor.
