According to the latest report of the Ministry of Energy and Minesas of August 2025, the Electricity Distribution Companies (EDE) have accumulated total losses equivalent to 44.2% of the energy acquired. This means that, for every 100 gigawatt-hours (GWh) purchased, 44.2 GWh were lost.
In absolute terms, the EDE they bought 13,656.6 GWh during that period. Of that amount, 5,408.4 GWh were not invoiced, which represents losses 39.6% of the total acquired. To this figure is added 4.6% corresponding to energy billed but not collected.
The sum of both proportions results in 44.2% of total losses registered until August 2025.

According to the latest report of the General Budget Directorate (Digepres), as of September 2025, the EDE They had received 71,441.4 million pesos in transfers from the Central Government.
In the last review of the 2025 budget, the amount budgeted for these transfers of funds was increased. 83,360.7 million to 101,985.7 million of pesos.
Despite the allocated resourcesthe results do not show improvements in the losses. These continue to represent a significant proportion of the energy acquired, which shows lack of responsibility on the results and weakness of current incentives.
As long as financing comes from public funds, the cost of inefficiency is transferred to taxpayers, who end up paying for energy that is not billed or collected.
Moving towards management schemes where operators assume risks, respond for results and the electrical system is depoliticized would be an important step to alleviate the burden of transfers and improve the sustainability of the service.
