The Electricity Distribution Companies (EDE) did not reach the goal of reducing energy losses planned in the National Agreement for the Reform of the Electricity Sector, by reporting averages of 32.6% during 2021 and 31.3% in the first semester of this 2022, when the objective was to reach 27.6% last year.
The Comprehensive Loss Reduction Plan, within the framework of the Electric Pact, plans to wear the energy losses to a maximum of 15% over a period of six years, from the losses at the end of December 2020.
Losses are calculated by subtracting the amount of energy purchased versus that sold, and are classified into two types: technical and non-technical or commercial.
The annual loss reduction schedule agreed upon and detailed in article 10 of Decree 655-21, indicates that the percentage established and imposed for each distributor is measured by calculating the amount of energy lost, divided by the amount of energy purchased, starting from the baseline of 2020 indicators.
The latest report on the performance of the electricity sector, published by the Ministry of Energy and Minesreflects that the indices of energy losses They were improving in this 2022, however, the ranges established in the regulations of the Electric Pact, signed on February 21, 2021 by the Government, political parties, businessmen and a representation of civil society, were not reached.
When analyzing the statistics of the Northern Electricity Distribution Company (Edenorte) which, according to the comprehensive loss reduction plan, should reach 20.5% last year and, subsequently, reach 18.5%, its reports were 21.9% in 2021 and 21.7% at the end of June 2022.
While the distribution company Edesur The Dominican Republic had planned to average 21.4% in the range of its losses during the past 12 months of 2021, but its report was 26.1%, and during the first six months of 2022 it had greater losses, reaching 26.2%. The average it should reach at the end of the year is 19.4%.
In the case of the Eastern Electricity Distribution Company (Edeeast), which has the highest volumes in terms of losses, should close December with 38.3% as estimated by the strategic plan to make supply more efficient, and its index was higher with 48.4%. In the first half of 2022, it had a slight improvement, with 44.6%, and should take it to 32.3%.
The regulations of the Electric Pact state that each EDE should include a monitoring mechanism that guarantees the achievement of the goals established in the loss reduction program and the management improvement schedule. In addition, it allows the identification of possible deviations and the adoption of necessary corrective measures.
Given the non-achievement of action goals within the indicated periods, it was proposed to have a definition and application of the regime of consequences, except in cases of force majeure.
