The Minister of Economy, Marcelo Montenegro, stated that the hiring of specialized services from abroad is not required by the Single Registry of State Providers (RUPE).
He explained that this type of procedure is part of Supreme Decree 26688 for companies that do not have legal representation in Bolivia.
“There is no requirement that the RUPE be presented because it is not within the framework of Supreme Decree 181, it is within the framework of 26688,” stated the authority of the Executive.
Montenegro held a press conference this Monday to refer to the note published by Página Siete entitled “Economy awarded contracts without RUPE totaling Bs 951,210”.

Likewise, it confirmed that position in a letter in which it specified that “the aforementioned contracts were carried out and considered the presentation of the documentation with the corresponding apostille.”
“I must inform you that these are contracts for the performance of services abroad, therefore, they are regulated within the framework of Supreme Decree 26688, as established by the Basic Rules of the System of Administration of Goods and Services, which are governed by Supreme Decree 0181 ”, details the letter signed by the minister.
The same document cites the articles of the regulations that establish the procedures for hiring abroad.
“Contracts for specialized goods and services that public entities carry out abroad will be subject to the provisions of Supreme Decree 26688, of July 5, 2002”, details article 77, paragraph I, of rule 0181.
Section 1, subsection a, of Decree 26688 indicates that the contracting of specialized services abroad are justified when it is shown that these “goods and services are not available in the national market”.
Finally, article 5 establishes: “to carry out specialized contracting abroad, public institutions will prepare their specific regulations that will contain the modalities, procedures, deadlines, evaluation criteria and other characteristics of the contracting processes that they carry out, ensuring that the competitiveness, efficiency and transparency of the same ”.
