The Economist Hernan Eduardo Pena assumes the executive leadership of National Solidarity Assistance Program Pension 65of Ministry of Development and Social Inclusion (Midis), according to Supreme Resolution No. 002-2022-MIDIS, published in the official newspaper “El Peruano”.
Pena replaces Mabel Gálvez Gálvez, also an economist, who has been in charge of the program since October 2020. The new executive director has more than 20 years of experience in the design, evaluation and management of public policies and social innovations, as well as in supervision of labor and health regulatory compliance. He has also been a facilitator of negotiation processes and resolution of labor and social conflicts.
Degree in economics from the Universidad Argentina de la Empresa in Argentina, master’s degree in Direction and Management of social security systems from the University of Alcalá in Spain and with master’s studies in administration and public policies at the University of San Andrés in Argentina, It also has specialization courses in strategic planning, financing and actuarial techniques.

Before his appointment, he has held managerial positions in the public administration. He is the former executive director of the Cooperation Fund for Social Development – Foncodes, of the Midis. In the Ministry of Labor and Employment Promotion, he has been regional director of Labor and Employment Promotion of Metropolitan Lima, general director of Labor Inspection Policies, of Labor Inspection, and general director of Fundamental Rights and Safety and Health at Work. , management of which he was also an advisor.
Pena has also held the position of executive director of the Health Assurance Directorate of the Ministry of Health. Meanwhile, in the National Health Superintendency he has been Secretary General, Deputy Superintendent of Supervision and Deputy Superintendent of Supervision of Institutions Managing Health Insurance Funds (IAFAS). All this extensive professional career has given him valuable experience in the design, implementation and evaluation of public policies for social protection. Author of numerous publications related to his specialties, he has also worked as an expert in social security with consulting, technical assistance, advice and training for government institutions in Argentina, Brazil, Bolivia, Cape Verde, Chile, Colombia, Costa Rica, Ecuador. , Paraguay and Peru.
Economist Hernán Eduardo Pena also worked as an external consultant for the Inter-American Development Bank (IDB), the Economic Commission for Latin America and the Caribbean (ECLAC), EUROsociAL – Regional Program for Social Cohesion in Latin America, the International Labor Organization (ILO), the United Nations Development Program (UNDP), and the United Nations Population Fund (UNFPA), among other international organizations.
