Santo Domingo.-With Decree 461-25, the President of the Republic, Luis Abinader, arranged last night rotations and changes in his cabinet in areas such as Economics, Government Communication, Social Protection, Mobility and Health, after the beginning of his new constitutional mandate.
In the presidential provision, Dr. Samuel Pereyra Rojas is designated as president of the Board of Directors of the Dominican Petroleum Refinery (Refidomsa). Pereyra served since 2020 as executive president of the Reserve Bank.
Likewise, the decree appoints Dr. Leonardo Aguilera Batista as executive president of the Reservations Bank, specifying a rotation among these officials.
In the field of government communication, Félix Antonio Reyna Echevarría was appointed director of the Directorate of Government Strategy (Diecom), replacing José Homero Figueroa. Similarly, Carlos Alberto Caminero Sánchez assumed the president’s press management, replacing Daniel García Archibald.
As Deputy Director of Diecom was appointed Abel José Guzmán Then, journalist and political analyst. In the health sector, the new Executive Director of the National Health Insurance (Senasa) will be Edward Rafael Guzmán Padilla, who replaces Dr. Santiago Hazim.
In mobility, the Onéximo Engineer Antonio González was appointed Executive Vice President of the Metropolitan Operator of Bus Services (OMSA).
In the area of innovation and citizen participation, the communicator and past president of the Dominican Association of Teachers, Kenia Xiomara Guante Valdez, will assume the position of Vice Minister of Innovation, Transparency and Citizen Attention of the Administrative Ministry of the Presidency.
Glove is an activist and union leader, with experience in project management, institutional strengthening and impulse of citizen participation initiatives and labor rights defense.
In Education, Rafael Adolfo Pérez de León was appointed director of the National Student Welfare Institute (INABIE).
Pérez de León was previously linked to the Program of Essential and Central Medicines of Logistic Support (PROMESE/C AL), an institution that will be temporarily acéfala during a national public tender for the acquisition of medicines and supplies, aimed at guaranteeing the supply of the people’s pharmacies and the hospitals of the National Health Service (SNS) until April 2026.
Finally, Dr. Virgilio Cedano Cedano was appointed honorary advisor to the Executive Power on health and primary care.
Profession doctor, Cedano has experience in community and hospital medicine, and has performed management functions in health institutions, being recognized for his career in prevention and primary care. Other decrees are expected to come out today.
