In this context, the creation of an Intergovernmental Negotiation Committee (INC) is agreed to draft the agreement, which will be created through different meetings. The first of them, INC-1, took place from November 26 to December 2 in Uruguay, with the participation of more than 2,300 people from 160 countries.
According to the report prepared by Unplastify and Asociación Sustentar, during this meeting, the first steps were taken towards the creation of the Agreement.

The problem of the use of plastic as a polluting material was accepted by all the competing countries. However, given the geopolitical and territorial realities of the different countries, each one showed a different position regarding how to approach this environmental conflict and also different levels of commitment.
On the other hand, the Asia Pacific region and Latin America agreed that there is a need to develop efficient technologies to replace plastic, and also to have financing from the countries with greater economic capacity for those developing countries. . Many of these countries also claimed the principle of common but differentiated responsibilities, that is, that the country that most
pollutes, should have greater responsibility than the rest when addressing the problem.
On the other hand, the representative of Argentina raised the importance of rethinking the life cycle of plastic, eliminating chemicals and avoiding unnecessary products. Also, he spoke of the importance of accompanying the actors who can be seen in the transition
affected by this process. The importance of an extended producer responsibility law was also raised.
