Early elections: why did the Constitution Commission block the government's project?

A point of order raised by Alejandro Cavero on an article of the Rules of Congress brought down all advance elections.

In this way, any project that proposes early elections and shortening of the presidential and congressional mandate may be debated in the first legislature of the 2023-2024 annual session, which begins on July 27 of this year.
