They plan to double investment in plans aimed at households with socio-housing precariousness
In the Five-Year Housing and Habitat Plan, prepared by the Ministry of Housing and Territorial Planning, it is planned, among other objectives, to allocate 705,000,000 dollars to some 17,000 households throughout the country, which live in situations of vulnerability and socio-housing precariousness. Likewise, the Más Barrio program is positioned as the main inter-institutional strategy that will be carried out.
The Five-Year Housing and Habitat Plan includes five strategic guidelines that guide housing and territorial policy in the coming years.
HOUSING EMERGENCY AND SOCIAL VULNERABILITY
This plan prioritizes households with critical deficiencies and populations that face greater difficulties, to provide them with comprehensive, coordinated and sustained responses.
- 3,850 housing improvements will include rapid and flexible interventions that combine materials, labor and technical assistance, focusing on girls, boys and adolescents.
- 5,000 rental subsidies, of which 2,500 will be for seniors.
- Pilot plan for the Grow from the Foot program in 50 homes. In conjunction with the Ministry of Social Development and Uruguay Crece Contigo, support will be provided to pregnant women and newborns who live in extremely precarious conditions.
- 750 interventions in rural areas. The Mevir AIR (Rural Irregular Grouping) program will aim to improve the housing situation of rural irregular groups.
ACCESS AND PERMANENCE TO HOUSING
This second guideline will expand housing opportunities for different household profiles, combining ownership, social rental, cooperatives and self-construction with credit instruments, subsidies and guarantees.
- First Home Program. Access to new or used homes is facilitated through various modalities: purchase, construction or rental with an option to purchase, extending financing up to 95% of the value of the property.
- Previous savings requirements are reduced; Direct subsidies are incorporated into the installment and guarantees through the Mortgage Credit Guarantee Fund.
- The cooperative housing system and assisted self-construction will be strengthened, which combine own efforts, credit and subsidies, and social rental will be consolidated as a sustainable alternative, with guarantees and partial subsidies.
URBAN-RURAL INTEGRATION WILL ALLOCATE 705,000,000 DOLLARS FOR 17,000 HOMES THROUGHOUT THE COUNTRY
This third item promotes interventions that sustainably improve living conditions in neighborhoods and small towns throughout the country. It covers relocation actions, housing improvement, regularization and access to basic services, with a comprehensive approach that combines infrastructure, housing and community development.
- More Neighborhood Program. Inter-institutional strategy aimed at transforming areas with high levels of vulnerability and violence into safe, habitable and integrated communities. It articulates actions between the MVOT, the Ministry of the Interior, MIDES, ASSE, ANEP, INAU, mayors and municipalities.
- 2,245 improvements in rural areas and 2,375 new housing solutions. Mevir will develop microregional programs that integrate housing, infrastructure and basic services, prioritizing irregular rural groupings and the recovery of existing stock.
- The resources granted in the previous five years will be doubled, destined for the population in situations of vulnerability and socio-housing precariousness.
