Duque sanctioned the PGN 2022, with a change in the Guarantees Law included

President Iván Duque sanctioned this Friday the Budget Law for 2022, including modification to Guarantees Law which has generated a lot of controversy.

We sanctioned the Law of the General Budget of the Nation 2022 that prioritizes the allocation of resources in social care to vulnerable populations, support for economic growth and job creation, and has a historical investment amount that reaches $ 69.6 billion“Duque commented on his Twitter.

The presidential sanction goes against what the Third Administrative Court of the Bogotá Circuit, which ordered the Head of State and the legal representatives of the Government refrain from applying the changes made to the Law of Guarantees.

However, Duque had already said that “a judge cannot order the president what to object or not“.

THE CONTROVERSY

Criticisms of the change in the Law of Guarantees have been given by an article in the Budget Law that suspends a paragraph in the Law of Guarantees and will allow mayors and governors to contract through inter-administrative agreements in electoral period, which was prohibited before.

Taking into account that the 2022 elections, for Congress and for the President, many politicians and experts have said that this modification opens the door for resources to be directed in the middle of the campaigns.

The Guarantees Law eliminates the possibility that public procurement monies enter electoral campaigns that can then be used to favor a certain candidate or political movement in the months prior to the elections.“explained the newspaper EL TIEMPO
