According to RCN the plan for the assassination of the Paraguayan official began once it was certain that he would reach Colombia. Apparently, the group was obeying orders from a 43-year-old man, with a criminal record, born in Salgar, Antioquia.

The only known photos of them come from that place. According to the images, the person wearing the hat with the black ribbon is a 31-year-old man born in Venezuela, RCN said.
