DR with Demori: Secretary of Economic Policy analyzes tax justice

PhD in economics from the University of Campinas (Unicamp) and current national secretary of Economic Policy at the Ministry of Finance, economist Guilherme Mello is the guest this Tuesday (25) of DR with Demori. In the interview, which airs on TV Brasil at 11pm, Mello talks about fighting hunger, structural public investments, tax reform and fiscal justice. Graduated in social sciences from the University of São Paulo (USP) and in economic sciences from the Pontifical Catholic University of São Paulo (PUC-SP), a master’s degree in political economy from the same institution and a doctorate in economic science from the State University of Campinas (Unicamp), Mello also has experience in academia as a professor and coordinator of the Postgraduate Program in Economic Development at the Unicamp Institute of Economics.

During the chat with Leandro Demori, Mello analyzes the persistence of global inequality and hunger. “It is hardly acceptable that, given technological advances and our ability to produce goods, services and food, there are still people going hungry in the world”, he condemns. For the economist, it is essential to build mechanisms that guarantee “a basic income for people who need it most […] and that there is an international organization capable of delivering food, health and other essential services.”

The guest also comments on Brazil’s unprecedented inclusion of the topic of taxation of the super-rich on the G20 agenda, seen by many as a “taboo”. “For the first time, a joint declaration by the 20 largest countries in the world raised the issue of taxing the super-rich as a commitment by these countries. They must work on a proposal to carry out this taxation in a way that is not spoliative, but that is capable of raising resources to combat hunger, poverty and finance ecological transformation”, he states.

On the topic of tax reform, the secretary points out proposals to make the burden fairer. “You will no longer tax exports, completely exempt. You will no longer have cascading taxes. You will no longer have a federative war and you will still do the cashback for the poorest. Furthermore, we are going to completely exempt the basic food basket”, he explains.

According to Guilherme Mello, the objective of cashback is to return part of the taxes through a “completely automated” system. “It will be the most modern tax measurement system in the world. We will be able to measure inflation and GDP, almost in real time, because all the information will arrive and you will automatically be able to have this information at hand”, he adds.
