Diviac: Colonel Franco Moreno Panta is removed from leadership

Taking advantage of the distraction of the end-of-year holidays, the Government of Dina Boluarte —with its executing arm: Ministry of the Interior and General Command— continues doing its thing in the National Police, moving important intelligence officers and agents from their positions and removing them from the institution.

This time the new victim is PNP Colonel Franco Moreno Panta, who was removed from the position of head of the High Complexity Crime Investigation Division (Diviac).

This change, as well as the retirement passes, are justified by the Ministry of the Interior as part of the process that the Police must follow to continue innovating and strengthening its entity. However, the latest decisions taken by the Government against a group of agents would reveal the true reasons for removing police officers from their positions: retaliation or revenge.

Did it make Dina uncomfortable?

In April of this year, when the Government of Dina Boluarte decided to temporarily separate Colonel Colchado from Diviac, the vacant position was taken by Moreno Panta, who had already been head of said entity in 2022. By May 2024, he reported that the head of state invited Colonel Moreno to the Palace to ask him for information about the case involving her brother Nicanor Boluarte.

According to journalistic reports, Boluarte was already suspicious of the Prosecutor’s Office’s intention to capture his brother in the Waykis en la Sombra case. He wanted to get ahead of the event and avoid it, but it still happened.

The colonel, as it turned out, refused to give information and left the Military House. Hours later he proceeded to order the capture of Nicanor as part of Operation Valkyrie for the aforementioned case. And the ‘very brother’ is accused of being the leader of the organization that sought signatures to register his own party before the National Election Jury, this through hand-designated regional prefects.

Now Moreno Panta will become part of the Kidnapping and Extortion Investigation Division. His place will be taken by Colonel Eric Ángeles Puente, who served as head of intelligence of the Criminal Investigation Directorate (Dirincri) and was previously head of Homicide.

According to sources of Peru21Colonel Ángeles Puente would not have the best profile to replace Moreno. “He is an honest and responsible officer, but he is not for Diviac. The Diviac investigation method is different from that of the Dirincri,” they noted.

They dismantle the Diviac

As if Moreno Panta’s change were not enough, the same sources of this newspaper assured that “they have removed all the senior officers from the Diviac and sent them to unimportant positions, schools, administrative positions.”

Through a document obtained by Perú21, the information was confirmed. In the file it can be seen that among colonels, commanders and majors, more than 30 have been removed from their positions and transferred to divisions located in other regions of the country.

There are 34 intelligence specialist officers from the Diviac who have been affected by the changes ordered by the Government and have been removed to non-specialized areas, in addition, two others were retired. All of them supported the Special Team of Prosecutors against Corruption of Power (Eficcop), a group that was in charge of investigating illegal acts committed by former presidents, presidents and high authorities. Moreno was one of the founders of the group.

Government goes after Orion group

Just as they have been dismantling the Diviac, the Government is now going after the Orión Group of the Dirandro (PNP Anti-Drug Directorate), whose members were a key piece in finding the whereabouts and capture of Andrés Hurtado, ‘Chibolín’.

Sources from Peru21 reported that the Ministry of the Interior has also dismissed eight police officers who were part of the Orión group from their duties. Among them, non-commissioned officer Rodisender Cano Serafín, who was the first to enter the place where the television presenter was hidden. Cano is directly attributed with the capture of Hurtado, since it was he who managed all the intelligence that led to the whereabouts of ‘Chibolín’.

The other seven non-commissioned officers who will leave the Police also have excellent records. Agent Ramón Zeta was even hit by a bullet in 2012 when he captured ‘Comrade Artemio’.

All of them have participated in important operations and were part of Eficcop from the day it was created. The agents carried out monitoring, surveillance, verifications and intelligence work.
