The Cabinet Headquarters announced the distribution of expenses, resources, sources of financing and personnel plants of the National Public Administration (APN) within the framework of the 2023 Budget.
The measure was materialized through administrative decision 4/2023 published this Tuesday in the Official Gazette, in compliance with the provisions of article 5 of the Budget Law, which, as usual, assigns the distribution of funds to the Chief of Staff. credits “at least at the level of the limiting items” and in “the programmatic openings or equivalent categories that it deems pertinent”.
The Budget determined an authorization of current and capital expenses of $28,954,031,315,031 and an estimate of current and capital resources of $22,554,178,961,624resulting in a financial deficit of $6,399,852,353,407.
in distribution the provisions of administrative decision 1086/2022 are contemplatedwhich in its annex specifies the positions and teaching hours of the personnel of all the jurisdictions of the APN.
In it article 3 it is established that the allocations destined to finance capital expenses and advances to suppliers and contractors of the jurisdiction, entities and companies that operate under the orbit of the Ministry of Defense integrate the Fondef (National Defense Fund).
Besides, all jurisdictions and entities must submit to the Ministry of Finance on a quarterly basis “the information corresponding to the evolution of their plants and hiring of personnel of any nature, implementation modality and whatever their source of financing”.
Likewise, when raising the requirement to fill vacant positions, the jurisdictions “should certify the existence of the vacancy that is being filled and its corresponding financing,” it was indicated in article 5.
In the same way, the incorporation, homologation, reassignment and repeal of positions in the List of Executive Functions of the National Public Employment System (SINEP) “will be approved by the Chief of the Cabinet of Ministers or by the President of the Nation together with the approval of the organizational structure in question”, with “the corresponding justification and an analysis of its cost and budgetary financing”.
In it article 7 it is established that the National Communications Entity (Enacom), the National Insurance Superintendency (SSN) and the Bank of the Argentine Nation (BNA) must enter the General Treasury of the Nation “the amount of contributions arranged in 4 equal installments due on March 31, June 30, September 30 and December 15, 2023”.
The power to set modifications to the Budget through administrative decisions is also limited, except for those that “imply a change in the distribution of the purposes or totals of current expenses, capital expenses and financial applications”.
These modifications “must be reliably notified to the National Budget Office” within five business days of the issuance of the acts that provide for them.

The article 15 states that all the remaining resources of the 2022 Financial Year, with the exception of those that have a norm with the hierarchy of law that provides for another destination, must be paid into the General Treasury of the Nation until October 30, 2023date that could be extended by the Ministry of Finance.
In the next 15 days, the Jurisdictions and Entities of the National APN must submit to the National Budget Office the annual and quarterly programming of the physical measurements and terminal gross production of each one of the programs and the physical progress of the project works.
Notwithstanding this, they must report “the monthly execution of the physical measurements that, due to their relevance, representativeness, relationship with the expense and/or informative value, warrant a greater periodicity in their presentation,” the administrative decision specified.
