The regulation of primaries approved by the Unitary Platform last week, provides for the registration of candidates who are disqualified.
This has been one of the great dilemmas of the opposition alliance in the process of choosing its presidential standard-bearer for 2024.
After allowing this participation, what will happen if the elected candidate is one of the disqualified leaders, will be decided by the National Primary Commission which, from the Platform, aspires to be ready this October. The application period for the members of this commission ends on Saturday, October 15.
“The position of the unit has always been that the administrative disqualifications set by the Comptroller General of the Republic (CGR) are unconstitutional and participation has always been allowed. They are political disqualifications », he points out to SuchLike a leader of the Unitarian Platform who was consulted for this note.
Another leader of one of the parties of the opposition alliance states that, in the articles of the regulation, the general requirements for the nomination of candidates are mentioned, among which are those established in the Constitution and the laws and that they are the ones that must meet any Venezuelan.
“But, there is no mention of enabled or disabled,” he asserts.
So far, within the opposition there are more than 20 candidates, several of which are disabled. In this group, among others, are the president of the National Assembly (AN) of 2015, Juan Guaido, recognized as interim president by some countries, Henrique Capriles, Tomás Guanipa, and María Corina Machado.
It was learned that, within the Unitary Platform, they hope that the National Primary Commission, when installed, will take a definitive position on the participation or not of the leaders of the parties that the Supreme Court of Justice (TSJ) issued the card. To date, the spirit that prevails is to close the path to that possibility.
«The admissions or not will correspond to the National Primary Commission. There is no specific rule on these cases, ”says one of the opposition sources consulted.
At this point, from one of the parties of the Unitarian Platform, they underline that «There are application requirements that are inherent to the democratic vocation manifested unequivocally, both for the candidates and factors that support them. This task will correspond to the Primary Commission.
In June of this year, during a press conference, the executive secretary of the Platform, Omar Barboza, stressed that the primaries will be “a transparent, broad and inclusive process for all those who have unequivocally shown a commitment to the fight for freedom, the rescue of democracy, respect for human rights, the freedom of political prisoners and the return of exiles».
Regarding the holding of primaries with the logistical support of the National Electoral Council (CNE), the Platform’s regulations established that the National Primary Commission “is empowered to request logistical or technical support from national or international organizations«.
On October 9, in a statement, the Unitarian Platform indicated that the primary regulations will be delivered to the National Primary Commission. The opposition alliance maintained that the regulation is the result of extensive consultation with various political sectors and civil society.
They also reported that the aspiration is for the process to bring together the majority of opposition forces to face the ruler Nicolás Maduro in the 2024 presidential elections.
On September 12, Maduro, and not the CNE, affirmed that the presidential elections will be in 2024. The announcement was made in the midst of instructing his followers to prepare for battle:
“This is very important, to prepare ourselves for two key years of the political revolution, to prepare ourselves for the great victory of the presidential elections in 2024 and to prepare ourselves because in 2025 there will be joint elections for the National Assembly, governorships and mayors, joint in 2025”, highlighted the ruler.
