Santo Domingo, RD.- The general director of the Essential Medicines Program and Central Logistics Support (PROMESE/CAL), Adolfo Pérez de León, reiterated that the institution does not make international purchases. He indicated that some of the Dominican companies may be importers.
“We do not make imports per se, but we carry out purchasing processes through the mechanisms established by law, national public bidding is one of them.the official said.
In an interview on the Despierta program with CDN, Pérez de León explained that the program handles only the purchase of high-cost medicines. Likewise, he stressed that his only responsibility is to buy, pay suppliers and ensure that it is done in accordance with the law.
PROMESE/CAL purchases medications upon request
In this sense, he pointed out that PROMESE/CAL is an executing unit that purchases medicines through requests received from the National Health Service and the Ministry of Public Health.
The official indicated that a compliance officer from Purchasing and Contracting has a permanent desk at PROMESE/CAL. Said officer sits on the purchasing committee and supervises said operations, in addition to sending preventive monitoring emails when necessary.
In another order, he indicated that so far they have delivered 71 new People’s Pharmacies and have 40 in the process of execution. He explained that in order to set up a Town Pharmacy, “there must not be any establishment that sells medicines. A health center that does not have a pharmacy must also be located, in addition to the budget that the institution has at the time.
