Dinorah Figuera, president of the AN 2015, explained that the Vienna Convention establishes that, once a diplomatic mission is closed, the receiving country takes temporary custody of those buildings. For this reason, when Carlos Vecchio and Gustavo Tarre resigned from their positions after the dissolution of the interim, the US only followed the established procedures in diplomatic matters.
The president of the National Assembly elected in December 2015 (AN 2015), Dinorah Figueraclarified that the procedure carried out by the United States Department of State (USA) to seize the diplomatic headquarters of a country, in this case Venezuela, once the resignation of the diplomatic mission was registered, is “normal”.
“It was not a surprise procedure. We were all officially informed: Vecchio, Tarre, Blasi. It was 100% coordinated with the AN representative in the US,” he asserted.
In this way, Figuera came up against the information published by the bloomberg agency in which it was indicated that the US government took possession of the buildings on Monday, February 6 and, although the opposition parliament appointed a new representative to Washington to replace Carlos Vecchio, it was not accepted for not having appointed by an executive branch.

In this sense, the president of the AN 2015 said that, once the resignation of Carlos Vecchio, representative in the US of the interim government headed by Juan Guaidó, and Gustavo Tarre, representative in the OAS of the interim period, were formalized, the protocols established in the Vienna Convention where the country receiving the diplomatic mission, in this case the United States, temporarily assumes custody of the buildings.
“This decision is the product of the unilateral decision to dismiss Vecchio and despite this, the American authorities have proceeded within the framework of the law but in tune and permanently communication and recognition of the representative of the legitimate AN,” he highlighted according to a note from press.

Dinorah Figuera took the opportunity to explain that the representative designated by the AN 2015 to the US, Fernando Blasi, coordinated the process with the Department of State so that they would assume temporary custody of the diplomatic headquarters in Washington and New York.
«There are official coordination emails, clarifications, information, inventories of goods, surveys, etc; and a member of the mission was present throughout the procedure.”
He denied what was said in the bloomberg note that there were people working in the diplomatic headquarters and that they were not allowed to enter once those assets were taken into custody.
