Minister Flávio Dino, of the Federal Supreme Court (STF), authorized this Tuesday (31) the execution of committee amendments committed to guaranteeing the constitutional minimum for health spending.
At the minister’s request, the Attorney General’s Office (AGU) indicated that the amount of R$ 2.1 billion would be necessary to comply with the constitutional minimum, with R$ 370 million of this amount relating to commission amendments. Also according to the body, R$40.5 million refers to amendments proposed by the Federal Senate and R$330 million by the Chamber of Deputies.
“The commitment of new resources to public health actions and services should be around R$2.1 billion. Therefore, if the determination to cancel the amounts committed to commission amendments after 12/23 is maintained, it is therefore impossible to achieve the minimum application in health”, indicated the AGU to the STF.
The minister assessed that, given the data presented by the executive branch, it is appropriate and necessary to continue executing commission amendments, with the sole purpose of enabling the achievement of the constitutional minimum level of health expenditure.
“It is worth highlighting that this fact shows a worrying dependence on expenses linked to parliamentary amendments, which – due to their current configuration – are not articulated with actions planned in the SUS management bodies [Sistema Único de Saúde]”, wrote Dino in the decision.
He adds that: “on the contrary, the fragmentary nature of the amendments has prevailed, even without taking into account objective health indicators, in addition to the terrible cases of improbity already identified or still under investigation”.
