A document dating from January 2021 was leaked. It is a note from the firm R-Mor, manufacturer of the radars that the company Omni SA resold to the National Directorate of Civil Aeronautics (Dinac).
In the note, the manufacturer alleges that it did not receive all the payments from Omni SA, so they ask Dinac for help to mediate in the fulfillment of the payment.
Last Friday, Dinac was the target of criticism after our media outlet published a Comptroller’s report informing that the radars they acquired in 2019 for almost G. 50 billion do not work (US$ 7 million).
Felix Kanazawa, head of Dinac, gave his version of the events to Abc TV, and alleged that there is a prosecutor’s report indicating that the radars are working properly.
He pointed out that in September of last year they requested the most recent reports stating that the radars work. However, he does not offer those reports for release.
He announced that he will request new reports. The previous one was signed by the technician responsible for Dinac.
He then explained that the Comptroller’s report is based on complaints from the Air Force, which are the ones that also use the radars.
«On Monday we are going to meet with the authorities of the Air Force, with the prosecutors and technicians. We are going to ask what are the instruments on which they base themselves to give that information. How did they determine that they do not meet the technical specifications? », He argued.
The striking thing was that he maintained that they have been operating since 2017, but the Comptroller reported that the radars were only installed in 2019.
“That is not affecting the operation of civil aviation. We provide assistance through secondary radars », he commented.
He pointed out that the intermittence problems are due to problems in the optical fibers. Finally, regarding the striking complementary payment of almost G. 900 million for the radars that was made just 6 months ago, he replied that it was only a price readjustment due to the difference in the exchange rate of the dollar and stressed that there is a resolution in this regard.
TRIP
Kanazawa said he will travel to the United States on Tuesday. This comes after being splashed in a possible US $ 7 million deal for the purchase of radars that do not work.
With the excuse of a meeting with Copa Airlines and American Airlines so that they can operate in Ciudad del Este, the head of Dinac will leave the country and did not want to specify when he will return, during an interview with Abc TV.
Engineer Víctor Morán, director of Aeronautical Services, is in charge of everything related to radars. He was the one who supervised all the work from the beginning. He will be in charge of giving the interviews while.
Radar manufacturer asks Dinac to mediate to receive payments for the device:
R-MOR, the manufacturer of the radars that Omni SA resold to Dinac, sent this note on January 29, 2021. Its translation is as follows: During the last 18 to 24 months, R-MOR has been communicating with the DINAC and has worked with local partners and friends to receive payment from the GCS in Concepción, including the additional equipment delivered to the CIVA facilities in Asunción (referred to as contract 1.1), which was originally agreed upon and signed by the President of the DINAC. .
We understand that the delivery of the 1.1 contract occurred before his tenure as President of Dinac, but we ask for your collaboration to recover the payment previously agreed by this team.
R-MOR has been generously patient regarding the recovery of the 1.1 equipment from the contract because doing so would significantly decrease DINAC’s ability to receive data from the radar facilities at Concepción. (see documents).
