The Executive Branch introduced a questionable measure within the bill that seeks to introduce the crime of urban terrorism, since they intend to sanction those people who exercise their free right to protest.
“Whoever, through violence or threats, takes over premises, obstructs communication routes or prevents the free movement of citizens or disturbs the normal functioning of public services or the execution of legally authorized works, with the aim of obtaining any benefit from the authorities. or improper economic advantage or other advantage of any kind, will be punished with a custodial sentence of not less than ten nor more than fifteen years,” the bill details.
The Executive, with the approval vote of the Council of Ministers, sent official letter No. 290-2024-PR to the president of the Congress of the Republic, Eduardo Salhuana, along with the bill that modifies the Penal Code, approved by the Decree Legislative No. 635.
This modification aims to change articles 108-C, 108-D and 200, in addition to incorporating article 315-O to the Penal Code, approved by Legislative Decree No. 635. Congress indicated, by official letter, that this modification would strengthen actions to combat citizen insecurity.

However, experts agree that this initiative is motivated by populism and would not generate a real change in the current situation.
