Barely ten days after being dismissed for moral incapacity, the former president Dina Boluarte The process to access the lifetime pension for former heads of state began. As revealed by Cuarto Poder, the former president sent a letter to the president of Congress requesting that the granting of this benefit be arranged, protected by Law 26519.
In the document sent to the Legislature, Boluarte also requested that the benefits established in Board of Directors Agreement No. 78-2016 be assigned to him. This agreement allows the former presidents to be granted an official vehicle for permanent use, as well as the hiring of a CAS worker, chosen by the former head of state herself, with a monthly remuneration of S/3,700.
In addition to these logistical benefits, the life pension includes other elements, such as 150 gallons of gasoline per month, access to State security, and the continuity of private health insurance, as established by the regime applicable to former presidents.
Another of the controversies surrounding this request is the salary increase approved for Boluarte three months before leaving the presidency. During his management, his remuneration went from S/15,600 to S/35,568 per month. This increase could increase the amount of your final pension, although Congress will still have to analyze whether said increase meets the legal requirements to be considered as a calculation basis.
Boluarte also maintains a history of complaints to the State. Recently, the Judiciary resolved that the National Registry of Identification and Civil Status (Reniec) had to pay her S/239,000 for labor benefits accumulated when she was the head of the entity, between 2011 and 2012, an amount well below the S/428,905 that Boluarte initially demanded.
Added to this is that the costs of his legal defense in the tax processes he faces continue to be covered with public resources, in application of the regulations in force for senior officials investigated during the exercise of their functions.
THE INVESTIGATIONS
Boluarte has several legal proceedings against him. On the one hand, there is the Rolex case, in which the Prosecutor’s Office is investigating her for alleged improper passive bribery, having received luxury watches and jewelry without declaring them in her assets. The investigation was expanded to alleged aggravated illicit enrichment, given that the value of the jewelry could exceed US$500,000.
She also faces a complaint for the Qali Warma case, related to her time as Minister of Development and Social Inclusion. He is accused of aggravated collusion for allegedly favoring a close friend, Víctor Hugo Torres, to obtain contracts for the school food program.
In addition, there is a file for possible cover-up and abuse of authority for the deactivation of the police group that supported the Special Team of Prosecutors against Corruption (Efficcop), presumably to protect his brother Nicanor Boluarte.
The Prosecutor’s Office is also investigating Boluarte for the alleged cover-up of Vladimir Cerrón, using the official vehicle to facilitate his escape, and for omission of duties or abandonment of office due to cosmetic surgery that he did not formally report to Congress or the Council of Ministers.
As if that were not enough, she is linked to three criminal organizations: “The prosecutor and her leadership”, “The intelligence in the shadows” and “The Waykis in the shadows”. Finally, Boluarte is under investigation for his responsibility in the deaths and injuries during the protests that occurred between December 2022 and February 2023, where crimes such as homicide and serious injuries due to the excessive use of force by law enforcement are attributed to him.
